Deloitte is seeking qualified candidates to serve as Deputy Chief of Party supporting the USAID Health Reform Support (HRS). The position is full-time and will be based in Kyiv, Ukraine.
Project Description
The purpose of the USAID Health Reform Support (HRS) project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high-quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which includes:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability, and responsiveness of the health care system.
- Improve service delivery system at all levels.
Background/Objective
The Deputy Chief of Party will provide technical leadership and oversight, client management and reporting, and technical delivery.
Responsibilities
- Support COP in ensuring effective technical integration and collaboration across all project components related to health sector reform, focusing on high-level management and achievement of results;
- Conduct work on elements of health reform, such as implementing new financial models and health governance to implement the work plan further;
- Ensure effective use of resources and on-time delivery of staff and partner deliverables, identify issues and risks related to program implementation on time, and suggest appropriate program adjustments;
- Represent the project professionally in external communications, events, and meetings as may be required;
- Serve as Acting COP when COP is unavailable.
Requirements:
- Medical Degree or Master’s Degree in Health Economics, Public Health, Health Policy, Social Science or related field is required;
- 8+ years of experience in implementing activities related to health care reform issues in developing countries;
- 5+ of experience with USAID or USG-funded international projects, managing and providing technical assistance in key areas of health reform (such as health financing, human resource development, or eHealth) is required;
- Proven experience managing personnel and technical activities;
- Strong interpersonal, writing, and oral presentation skills in Ukrainian and English are required;
- Demonstrated expertise in the health sector, capacity building, training, communications, public sector technical assistance, finance, human resource management, and logistics.
