INTERSOS is a humanitarian organization on the front-line of emergencies, bringing assistance to victims of armed conflicts, natural disasters and extreme exclusion with particular attention to the protection of the most vulnerable people.

Since 1992 our humanitarian workers have been helping people affected by humanitarian crises: we provide first aid, food, shelter, medical assistance and basic goods. We ensure that basic needs, as education, access to clean water and health assistance, are met.

An INTERSOS emergency team is in Lviv where we are launching an intervention to assist internally displaced people and support local health facilities close to the fighting areas, already under high pressure due to the influx of displaced people and the shortage of doctors, drugs and medical supplies. We are supporting an oncological hospital and some shelters in Lviv and we also started operating in Vinnytsia, both in the city and in the surrounding areas, with protection and health care activities. Another emergency team arrived to Odesa to deliver trauma kits and meet the growing needs of the population.

INTERSOS is opening a position of Deputy Medical coordinator in Vinnitsia (with frequent field travel).

Contract duration: 6 months

Main Purpose

Support Medical Coordinator through delegated tasks and responsibilities including defining, leading and coordinating the entire medical scope of the mission, according to INTERSOS protocols, standards, policies and values, in order to ensure the quality of the medical care given to the targeted population and thus improving their overall health and living conditions. Fully assuming the medical coordinator’s responsibilities in case of absence.

BUILD A NETWORK

Acceptance, better understanding of needs, ability to scale up more complex operations when the context allows (Ex. when conflict areas are safe, big needs to provide full scale support)

Negotiation with official authorities (administration and regional MOH) together with LP

Informal contacts running health activities (create direct contact with doctors operating in HF or improvised HF) in both border areas (Dnipro, Odessa, any other depending on the need) as well as conflict areas

MEDICAL SUPPLY:

setup a MEDICAL WAREHOUSE with coldchain capacity in Vinnytsia: local existing medical warehouses should be prioritized. Minimal effort quickly operational. Abiding local requirements. NOTE: Who warehouse in Lyviv NO COLD CHAIN capacity.

define a medical supply strategy in collaboration with Intersos HQ and neighboring missions: How are we going to get medical stock from now on?

Define how to monitor Med supply needs for the HFs in the interested regions

 Tasks

  • Support the Medco in establish a country medical strategy for the Ukrainian health response country wide
  • Actively perform exploratory visits to evaluate health needs and opportunities to complement the current programs as well as maintaining an up-to-date overview of the health related needs
  • Setup and coordinate the medical operations in the east and south side of the country (Vynnitsia, Poltava, Dnipro) and any further locations
  • Lead the setup of the health programs under the supervision of the Medical Coordinator
  • With the support of a pharmacist and in collaboration with the logistic and supply team, leads the medical supply dossier, keeping up to date needs overview and planning orders accordingly
  • Support the Medical Coordinator in defining, monitoring and updating the medical content of the country policy and annual plan, by scanning health needs and translating them into objectives, priorities and resources needed in order to cover medical and humanitarian needs of the population at risk
  • At the request of the Medical Coordinator, represent INTERSOS before third parties concerning medical issues, ensuring its good public image and the alignment with the mission interests, through regular contacts with other actors in the country, negotiating with authorities when necessary, and informing on INTERSOS charter, values and principles
  • Builds a network with partners and meaningful contacts for health operations, including other local or international actors, medical networks as well as the ministry of health in all locations defined under his/her responsibility
  • Participate and contribute in the definition and update of the country policy, annual plan and budgets in order to develop the projects and programmes aimed at addressing humanitarian issues ensuring its efficiency and quality (i.e. monitoring the project implementation, assisting the Project Manager and the medical teams in drafting the project proposal and follow up, identifying priority needs, other potential areas of action and emergency situations and collaborating and assisting in the production of medical reports)
  • Coach, train and motivate the teams in the mission in order to align all field staff with INTERSOS values and ethics, and ensuring their capability to carry out their job achieving quality standards (i.e. induction, briefing/debriefing, training, potential detection, evaluation)
  • Collaborate, together with the logistics department and according to project needs, in the pharmacy management in order to ensure enough and quality supply of drugs and medical material
  • Assist in defining and implementing the staff health and security policies for international and national staff in order to ensure its overall safety (i.e. monitors health state of staff, promotes compliance of all related protocols and procedures and collaborates in the update of issues regarding the security context)
  • Ensure the medical coordination in the mission and fully assume the Medical Coordinator’s tasks and responsibilities in case of absence/gaps

Requirements

  • Essential degree on medicine or other paramedical studies. Training in Public Health will be an asset
  • Essential 2 years’ experience in relevant jobs in developing countries
  • English and Ukrainian fluent
