The Position 

Tetra Tech is seeking candidates for a Deputy Chief of Party (DCOP) position for an anticipated USAID-funded infrastructure project to support reconstruction and recovery activities in Ukraine. The DCOP role is part of the project’s leadership team and is essential in its capacity to effectively manage the implementation of the technical objectives and backstop the Chief of Party (COP) in the management of technical issues under this contract. The selected candidate will work under the leadership of the COP on management and decision-making to ensure project activities meet USAID and stakeholder expectations. The DCOP will provide technical direction and guidance to core technical team members, including supervision of technical management staff.  The position is based in Kyiv, Ukraine and is contingent upon contract award. 

Main Duties 

  • Work closely with the technical staff and the COP to achieve defined project results, produce deliverables on schedule, and build successful partnerships with stakeholders, counterparts, and the donor community. 
  • Support the COP in providing leadership and direction in the implementation of technical activities to achieve project objectives. 
  • Supervise the project team’s technical management staff and oversee technical assistance provided by subcontractors  
  • Provide leadership during project start-up and close-out regarding technical deliverables and on-boarding and training of project staff. 
  • Assist the COP in collaborating with home office staff on work-planning, activity design, scheduling, and implementation, drafting technical justifications for USAID approvals, reporting and budgeting. 
  • Act as a liaison to the home office for day-to-day problem-solving. 
  • Serve as an acting Chief of Party (COP) in the absence of the COP. 
  • Perform other related duties as assigned. 

Qualifications 

  • 10 years of experience managing infrastructure projects, including projects of similar scope and complexity  
  • A Bachelor of Science degree or higher in engineering or a related field 
  • Registered Professional Engineer in the US or International equivalent 
  • Familiarity with the infrastructure sectors in Ukraine, and understanding of the political, social, and cultural context  
  • Previous experience working on USAID or other relevant donor funded projects is preferred but not required.  
  • Demonstrated ability to lead integrated team of engineers, scientists, and technicians, and cross-cutting specialists 
  • Ability to establish strong working relationships with senior national and local government officials, the private sector and civil society. 
  • A proven record of excellent management, administrative and organizational skills. 
  • Fluency in English, Ukrainian language skills a plus
