Deloitte is seeking a qualified candidate to serve as a Deputy Chief of Party (DCOP) – Technical in support of the USAID State-Owned Enterprises Reform Activity in Ukraine (SOERA). The position is full-time and is currently remote. 

 Project Background and Summary 

The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Smart SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing critical activities to maintain public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the population and external stakeholders, and help plan and execute effective, efficient, and accountable reconstruction. Objectives to be achieved by SOERA include: 

  1. SOE Mapping, Information, and Strategy 
  1. Reform Coordinating and Strategic Communications 
  1. Improved SOE Policies, Legislation, and Regulations 
  1. SOE Privatization 
  1. Enhanced SOE Corporate Governance and Management 
  1. Emergency Response and Recovery Assistance to GOU and SOEs 

Position Objective 

Deputy Chief of Party (DCOP) – Technical will be responsible for successful performance of the SOERA program. The DCOP will help manage the IDIQ and all task orders (TOs), guide and provide oversight for project staff, and help lead delivery of technical results as outlined in the Statement of Work (SOW). S/he will support the Chief of Party (COP) in strategic and annual work planning, management, and monitoring of project operations and key deliverables, and liaise with GOU counterparts and other stakeholders from project-supported sectors. 

Responsibilities 

  • Manage IDIQ and TO performance and ensure achievement of results, quality standards, and schedules as required by the SOERA contract. 
  • Define and manage overall IDIQ and TO requirements, including staffing, budgets, and quality control of tasks undertaken to achieve project objectives.  
  • In coordination with the COP, manage program staff and ensure alignment of technical skills to SOERA components and technical assistance delivery. 
  • Supervise preparation of work plans and progress reports, develop implementation processes, and approve program budgets with input from the Director of Finance, Administration, and Contracts (DFAC). 
  • Represent SOERA in external stakeholder meetings, conferences, and coordination platforms. 
  • Ensure effective coordination among IDIQ, TO1, and subsequent TOs and teams. 
  • Ensure TO-level delivery of services and coordination to achieve project objectives, working hand-in-hand with clients, counterparts, and stakeholders from public, private, and civil society sectors.  
  • Ensure effective and efficient performance of IDIQ and TOs.  
  • Oversee quality control and reporting.  

Minimum Requirements 

  • Proven track record leading international donor-supported contracts of similar size, scope, or complexity. USAID project leadership experience preferred.  
  • Demonstrated skills in program strategic planning and implementation management. Experience in reconstruction, post-disaster, or post-conflict settings a plus. 
  • Advanced degree from an accredited university in economics, business, political science, energy, finance, social sciences or related fields, plus at least eight years of professional experience in implementation of complex development projects on governance, economic reforms, anti-corruption, privatization, SOE management, energy, or related fields. 
  • Demonstrated effectiveness leading and managing large teams that can adapt to changing contexts. 
  • Demonstrated leadership and human resource management skills to lead a diverse team of local and international staff.  
  • Expertise in one or more of the following: privatization; corporate governance; anticorruption; policy, legal and regulatory reform; SOE reform, operations, and performance improvement; crisis or disaster management; or related fields. 
  • Demonstrated ability to establish productive relationships with senior government officials, business community, civil society, and international donors, including on politically sensitive and highly visible issues.  
  • Demonstrated knowledge of USAID rules, regulations, and policies, preferred. 
  • Reputation for professional excellence including strategic planning and management skills (as evidenced by references and achievements).  
  • Willingness to live and work in Ukraine when the security situation allows. 
  • Verbal and written fluency in English, along with strong communications, interpersonal, and presentation skills.  
  • Familiarity with Ukrainian politics and economics, including knowledge of relevant key institutions, a plus.  
  • Ukrainian or Russian language skills, a plus.
