Summary:    

The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO).    

The aim of PFRU is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalisation in the context of Russia’s aggression. This outcome is designed to facilitate and strengthen resilience for a more socially cohesive, inclusive, democratic, and prosperous Ukraine. The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.   

  •  Supporting the (Acting) Director in refining the strategic vision for Civil Resist, adjusting the programmatic approach across all existing projects and focus areas, ensuring alignment with the evolving context to maintain relevance and impact in accordance with the PFRU Theory of Change and the specific COM-B models for each project.  
  • Oversee the implementation of Focus areas A, D, and the MPM project, ensuring high-quality finance and risk management, grantee and partner/subcontractor management, reporting of results and learning, adaptation as needed, communication and briefings for financing partners. 
  • Oversee the development and delivery of PFRU’s approach to the reintegration of TOTs, including reviewing and communicating activities, results and learning.  
  • Ensure that all CR activities under supervision are GESI and conflict sensitive, work towards embedding best practices, take part in CGS marker discussions where appropriate and implement recommendations.  
  • Ensure completion and provide quality assurance for all documentation produced by the components under supervision, including activity proposal memos, reporting inputs, committee discussions, activity updates etc.   
  • Assist in managing focus areas B, C, and the Donbas SOS project. 
  • Provide line management to five full-time staff members and short-term consultants, including ensuring timely and quality delivery, mentoring, and supporting staff professional development. 
  • Represent CR and PFRU in working-level communications with external stakeholders including government and non-government partners at both central and local levels and other technical assistance/donor programs operating in similar areas i.e. TCA, DG East, UCBI. 
  • Cultivate and sustain a network of stakeholders across various tiers of governance and society as it relates to CR objectives. 
  • Contribute to cross-pillar working in PFRU, creating strong working relationships with both ER (particularly relating to component D) and Revitalise (as part of MPM and work with Crimean office on reintegration).  
  • Contribute to cross-PFRU management as a pro-active member of the Management Board, including on cross-cutting issues, such as staff well-being and retention. 
  • Serve as acting CR director as required 
  • Other duties as assigned 

 

Requirements for the position 

 

  • 5-10 years of experience working on policy development or programming, and demonstrated ability to navigate in a complex political context;  
  • Experience in stabilization and/or development programming and an understanding of the continual relationship between programmes and the context;  
  • Deep knowledge of the Ukrainian context (politics, social dynamics, economics, threats and opportunities presented by the war);  
  • Designing and quality-assuring research proposals and deliverables so that they are conflict sensitive;  
  • Proven experience of effective collaboration with a broad range of individuals within and outside one’s own organisation;  
  • Experience of and project or programme design, implementation and management, in particular working with major donors, such as the UK, US, Sweden, Finland, Canada or Switzerland;  
  • Experience of monitoring and evaluation approaches;  
  • Experience of working with and influencing external stakeholders. 
  • Fluency in English essential. Knowledge of Ukrainian highly desirable;
