Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the Innovation Lab for EU Association of Ukraine to fill the position of the
Deputy Project Director (full-time, Kyiv)
(internal SAP code: Senior Organizational Development and Management Advise Advisor )
The project “Innovation Lab for EU Association of Ukraine” is supporting key stakeholders of Ukraine’s government to implement the EU-Ukraine Association Agreement in a coordinated and citizen-oriented manner. It supports the Ministry of Digital Transformation in setting up an Innovation lab for digital public services. In cooperation with the Government Office for Coordination of European and Euro-Atlantic Integration the project supports capacity development for EU integration and the implementation of the Association Agreement. The deputy project director will support the project director in the technical, administrative and financial implementation of the project. He/She will supervise the technical advisors of the team.
The Deputy Project Director is responsible for:
- Supporting Ukrainian partners in their reform efforts;
- Analysis of priorities and capacity development needs for the implementation of the UA-EU Association Agreement;
- Supporting the cooperation of Ukrainian partners with Croatian partners;
- The deputy project director will support the project director in the technical, administrative and financial implementation of the project;
- He/She will supervise the technical advisors of the team;
- Serving as a contact person for the Ukrainian partners, contractors and within GIZ;
- Ensures the implementation and achievement of indicators;
- Ensures monitoring and timely reporting, contributes to the overall knowledge and data management;
- Stakeholder management, incl. management of Alumni network;
- Ensures compliance of project activities with GIZ rules and standards;
- The job holder takes over other activities and tasks upon the instruction of the manager.
Required qualifications and experience:
- Higher-education degree in economics, management, political science or similar;
- Working experience: at least 5 years in the field of capacity development;
- Working experience: at least 5 years in project management;
- Working experience on EU topics;
- Experience with reforms linked to the UA-EU Association Agreement;
- Cooperation experience: at least 3 years of working experience with the public sector in Ukraine;
- Previous work experience in international development cooperation;
- Previous work experience with GIZ is an asset;
- Proven experience with complex stakeholder management;
- Proven experience of working in diverse teams (e.g. different cultural backgrounds);
- Leadership skills;
- Very good command of Ukrainian, English. Knowledge of German is an advantage;
- Excellent working knowledge in the use of digital applications;
- Team player with excellent intercultural competences: proactive, innovative and hands-on attitude, high degree of discretion and integrity.
- Ability to work flexibly and independently, also under stressful conditions;
- Very good communication and facilitation skills;
- Readiness to participate in up-skilling activities in line with the relevant job requirements as agreed with the manager;
- Readiness for occasional business trips;
- Work experience in an international environment is an asset.

Employment conditions:
Full-time position with 40-hours working week. The contract duration is till December 2023. Starting as soon as possible.
