Mission description
Based in Kyiv, the position is under the direct responsibility of the Project Leader. He/she will be supported by support functions and transversal resources pooled with the other projects implemented by Expertise France in the country, within the Shared Support Unit (SSU) of Expertise France in Ukraine.
He/she works in functional liaison with a Project Officer and a Project Assistant at Expertise France headquarters in Paris (Health Department/DEPSAN). He/she may also liaise with Expertise France’s transversal departments as required (legal affairs, financial affairs, communication, monitoring-evaluation, etc.).
The principal missions assigned to the Deputy Project Lead’s will be to (not limitative) :
- Operational and strategic project management
In close collaboration with the Expertise France Project Lead:
- Support the planning, steering and implementation of the project’s activities as a whole, in accordance with the quality, duration and cost criteria set out in the contract with the donors and in close collaboration with the various stakeholders;
- Ensure coordination between Expertise France and various interlocutors, in particular Ukrainian health authorities, civil society organizations and any other body at the request of the Project Leader;
- Participate in the identification and definition of needs, the drafting of terms of reference and the recruitment of experts (short-term, pearled) mobilized to meet the needs of the project;
- Coordinate the organization, reception and mobilization of project implementation partners (experts, consultancies, associations, private companies, etc.) in the field;
- Facilitate the organization and running of various coordination, exchange and consultation meetings with all stakeholders (programming workshop, technical committee, steering committee, etc.);
- In liaison with the competent authorities, to monitor the implementation of the experts’ services in each specific area of expertise, and in particular the use and application of the tools and procedures developed by the experts;
- Report any difficulties encountered, risks identified and/or contextual factors (sectoral, security, political, etc.) that may have an impact on the successful completion of activities, and help identify mitigation measures;
- Participate in the organization of project monitoring and steering committees, in close coordination with national stakeholders (Ukrainian authorities).
- Administrative and financial management of the project
In close collaboration with the Administrative and Financial Manager (RAF) of the SSU in Kyiv and the Project Assistant based at headquarters in Paris:
- Ensure close coordination with SSU’s services for the administrative, financial and logistical organization of technical operators’ missions in the field;
- Ensure the collection of various mission receipts from the technical operators implementing the project (in conjunction with SSU);
- Ensure that budget planning is consistent with operational planning, identify discrepancies and propose adjustments where necessary;
- Support the Legal & Procurement services of the SSU in the national supply chain (medical supplies and specialized equipment), in particular on aspects of import regulations and logistical issues in Ukraine;
- Consolidate project budget monitoring;
- Participate in regular meetings with the RAF or accountant to monitor project expenditure;
- Ensure that the SSU has the information required for Expertise France’s internal reporting (financial monitoring, budget forecasts and closings) and for external financial reporting to the donor;
- Contribute to compliance with procedures imposed by the donor (MEAE/CDCS) and Expertise France (rules governing eligibility of expenditure, procurement, subsidies, reporting).
- Project monitoring-evaluation-capitalization
Under the responsibility of the Project Lead and in liaison with the SSU’s Monitoring and Evaluation Officer, as well as with the support of dedicated resource persons at Expertise France headquarters:
- Participate in setting up the methodological framework and analysis tools for monitoring and measuring results throughout the project;
- Participate in the monitoring of project indicators (quantitative and qualitative), in line with the logical framework;
- Implement the actions required to facilitate the work of collecting data from the project’s implementing partners, and contribute as required to their analysis;
- Participate in the quality control of the services/deliverables produced by the experts as part of the project (mission reports, contractual deliverables, etc.);
- Participate in data collection and analysis in the field;
- Contribute to the elaboration and consolidation of key documents and deliverables related to project activities (workshop/ meeting minutes, reports writing, etc.);
- Coordinate the preparation of interim and final activity reports (narrative and financial) for the donor, according to contractual deadlines and terms, before validation by head office.
- Communication
In close collaboration with the Expertise France Project Lead:
- Act as focal point for the promotion of the project’s activities, in close collaboration with the SSU’s Communications Officer, the dedicated departments at headquarters and the Communications Officer at the French Embassy;
- Contribute to the development of language elements relating to project activities on which visibility is expected;
- Contribute to the implementation of the project’s communication and visibility plan.
Project or context description
Expertise France in Ukraine
Ukraine has become one of Expertise France’s countries of intervention. The agency implements national and regional projects and works on a wide range of issues (health, local governance, support for innovation and entrepreneurship, etc.).
The APPUI Health Project
APPUI (Priority Assistance in Emergency Periods in Ukraine) Health is a project financed by the MEAE’s Centre de Crise et de Soutien (CDCS), worth 12M€ over 18 months. It is part of France’s strategy for reconstruction and aid in Ukraine.
The overall aim of the project is to help improve Ukrainian populations’ access to essential health services in times of crisis, and to respond to emergency requests from Ukrainian health authorities.
More specifically, this will involve:
- Improve patient care in targeted priority care channels;
- Improve the quality of services in targeted healthcare facilities through rehabilitation work and the purchase of specialized materials and equipment.
The project has four (4) components:
- Support for the strengthening of specific mental health care and the response to war-related trauma;
- Emergency rehabilitation of healthcare facilities in the Chernihiv region;
- Emergency purchase and provision of medical supplies and specialized equipment;
- Strengthening hospital exchanges and mobilizing expertise.
Required profile
Qualifications/ Technical skills
- Master’s degree in international cooperation, development, project management or other relevant field;
- Multidisciplinary and multicultural team coordination skills;
- Excellent ability to build trusting relationships with national and international partners with proven experience;
- Excellent command of project management, mainly in the healthcare sector;
- Good knowledge of the emergency health sector and of national and regional health authorities in Ukraine would be an asset;
- Ability to mobilize, maintain, coordinate and lead networks of players (experts, institutional players, civil society, authorities, etc.);
- Good knowledge of cooperation mechanisms, official development assistance, and international cooperation actors present in Ukraine;
- Ability to conduct a dialogue with technical and financial partners;
- Excellent written and oral communication skills (drafting of technical reports, analysis documents, minutes, activity reports, definition of terms of reference, etc.);
- Very good command of office automation tools, particularly Excel and Word;
- Excellent command of English and Ukrainian (written and spoken).
Professional experience
- At least 2 years’ experience in project management in the field of international solidarity (humanitarian or international cooperation), technical assistance and/or international cooperation in the healthcare sector;
- Significant experience in facilitation, tools and techniques for participatory work;
- Experience in team coordination and management.
