Leadership Coaching Agency Consultant
This Request for Proposals (RFP) is a part of the USAID/ENGAGE Activity to Enhance Non-Governmental Actors and Grassroots Engagement. The purpose of USAID/ENGAGE is to increase citizen awareness of and engagement in civic activities at the national, subnational and local level.
Since 2008, Pact has been implementing USAID’s civil society programs in Ukraine, including the USAID/ENGAGE activity, which was launched in October 2016 (www.facebook.com/usaidengage). Among ENGAGE’s main objectives are to improve organizational capacity of partner CSOs and, consequently, to develop local capacity to ensure long-term, sustainable civic engagement in democratic reforms.
To achieve this goal, ENGAGE provides capacity support to national, regional and local level partner CSOs and coalitions with an emphasis on constituency building, outreach and communication, organizational development, and targeted leadership skill development.
Overview
Sustainability[1] is one of the greatest challenges facing Ukrainian civil society organizations (CSOs), particularly those engaged in government oversight and advocacy initiatives. To ensure long-term sustainability of the civil society sector, ENGAGE-related activities aim to lay the foundation for sustained civic engagement in Ukraine’s democratic reforms after the ENGAGE activity ends.
Under the ENGAGE activity, Pact takes a systemic approach to understand sustainable civil society requirements, including robust organizational and technical capacities of CSOs and activists, dependable access to financial resources, and an enabling environment that promotes civic activism and CSO access to financial and other resources. ENGAGE combines this sustainability vision with focused investments in CSOs, resulting in a conducive ecosystem for civil society.
Following the Euromaidan Revolution and the formation of the new government, many national-level CSO leaders transitioned to new roles within the government. Furthermore, at the local and regional level, many CSOs lack charismatic and influential senior staff with the capacity and experience to lead their organizations, interact with government, and convey their importance to the public.[2] CSO leaders face a range of challenges, such as the need to balance their activist and managerial roles. As well, despite women’s high participation in civil society activities, they are often underrepresented in the leadership of CSOs.
Pact therefore seeks to procure the services of one consulting agency to provide strategic leadership development to CSO leaders. Pact seeks to obtain services of a business entity.
The goal of this contract is to improve national, regional and local CSO leaders’ capacity.
The objective of the contract is to strengthen CSO managers’ organizational leadership, sectoral excellence and social influence.
Tasks:
- Leadership assessment of individual CSO leaders. [3]
- Development of objective leadership measurement.
- Develop and implement individual coaching plans. [4]
- Ensure regular peer learning in group.
- Work with CSO management to provide training on how to appropriately ensure inclusion and address any form of discrimination.
- Regular reports to client (USAID/ENGAGE activity) and beneficiaries (CSO leaders.)
Deliverables:
- Documented leadership assessment of individual CSO leaders.
- Final leadership measurement.
- Documented individual coaching plans.
- Documented implementation of individual coaching plans.
- Documentation of peer learning group sessions.
- Improved national, regional and local CSO leaders’ capacity as measured by objective indicators.
Required Qualifications:
- Ukrainian management consulting agency, or branch of international management consulting group, legally registered in Ukraine.
- Knowledge of traditional and state-of-the-art leadership theories.
- Knowledge of traditional and state-of-the-art leadership development methodologies.
- Experience in management consulting with accent on successful coaching.
- Excellent analytical and writing products.
- Experience with U.S. clients.
- Experience in assisting strategic decisions of international donors.
Proposals must include:
- Technical overview with proposed methodology, draft workplan, expected timeline.
- Composition of coaching team and their CVs with relevant experience.
- Demonstration training: short-listed applicants will be required to demonstrate coaching skills to vendor.
- Cost proposal with detailed figures. Maximum billable LOE: 195 days. Daily rate: should not exceed the USG maximum consultant daily rate, and to be accompanied by supporting documentation. The budget form is downloadable from http://bit.ly/RFPsSupportingDocuments.
Evaluation criteria
Each proposal will be evaluated based on the following criteria:
- Knowledge of state-of-the-art leadership theories and methodologies. (10 points)
- Demonstrated experience in management consulting with accent on coaching. (15 points)
- International experience. (5 points)
- Institutional references. (10 points)
- Reasonableness of the cost proposal. (25 points)
- Demonstration training. (35 points)
Timeline:
Activities are expected to start in September 2017 and to be completed by September 2018. Pact intends to sign one contract for a period of 12 months, with the possibility of extension.
Important Notices:
- Proposals must be submitted in English.
- Only proposals meeting the required eligibility qualifications will be submitted for review.
- Bidders will be notified of the status of their proposal in writing by e-mail.
- Decisions are final and cannot be subject to reconsideration.
- Submitted proposals cannot be returned or reviewed.
Schedule and Logistics:
The vendor will be responsible for managing, organizing and overseeing all events, briefings, and travel arrangements.

Questions
Questions regarding this RFP may be sent to [email protected] no later than August 21, 2017, 17:00, with the subject: “Questions re: RFP for Leadership Coaching.” Pact has no obligation to provide clarifications to questions received after this date. Replies will be provided by August 23, 2017, 18:00. To ensure fairness and transparency of the selection process, Pact cannot give a prior opinion on proposals. No individual replies will be given to questions. All questions and answers as well as other important notices during the selection process will be sent to all bidders who submitted questions, as appropriate, and announced on USAID/ENGAGE Facebook page www.facebook.com/usaidengage.
