DESCRIPTION

Center for Civilians in Conflict’s mission is to improve protection for civilians caught in conflicts around the world. We call on and advise international organizations, governments, militaries, and armed non-state actors to adopt and implement policies, tools, and training to prevent civilian harm. When civilians are harmed we advocate for the provision of amends and post-harm assistance. We bring the voices of civilians themselves to those making decisions affecting their lives.

JOB PURPOSE:           Work with the three regional commands for the OTU (Operational Tactical Groups) to better understand challenges of soldiers on the ground; work with regional CIMIC officers to help develop and implement the CCMT; local CIMIC officers to develop training both for CIMIC officers and for commanders and line soldiers; work with local CSO to understand how civilians are being harmed and/or treated by UA government personnel (understanding civilian needs) to better develop and instruct trainings; work with other NGOs to help develop mechanisms for addressing civilian needs; work with commanders to identify training sergeants within smaller tactical units (platoon sized elements) to then train them to train their peers; conduct workshops between mil and civilians; work with CIVIC-Kyiv to help translate national policies and guidance into training at the soldier level.

LOCATION:                 Kramatorsk, UKRAINE

TRAVEL:                      As needed throughout Eastern Ukraine and to Kyiv.

REPORTING TO:         Country Director, Ukraine

STAFF REPORTING:   None

KEY RESPONSIBILITIES:

  • Help develop and conduct trainings on CIVIC training materials with Ukrainian Armed Forces and any other units deployed to the ATO zone and subordinated to the military commanders (e.g. the National Guard units)  at and near the line of contact in Eastern Ukraine;
  • Work with CIVIC personnel in Kyiv and HQ to develop POC/CHM trainings to be delivered at national training centers (an example is the two-week CIMIC training course;
  • Work with national NGOs to identify and leverage existing training delivery mechanisms to distribute CIVIC training (thinking about Legal Aid Ukraine here—they already have mobile attorney teams, for example).
  • Conduct baseline assessment of trainees on knowledge and processes for civilian protection;
  • Liaise with the Ministry of Defense, SBU and other relevant agencies to get approval and coordinate training and advocacy;
  • Liaise with other relevant agencies involved in the investigative process (such as the Ministry of Occupied Territories and Ministry of Interior) to understand needs and incorporate training for to ensure civilian harm is addressed.
  • Establish relationship with commanders for planned training and seek opportunities for follow up assessment and new training;
  • Identify new opportunities for advocacy and training;
  • Establish relationship with local government officials and civil society organizations;
  • Provide input on updating training materials as necessary, write relevant briefing papers, articles as necessary;
  • Represent CIVIC with NGO and international organizations and government stakeholders and promote effective collaborations and partnerships;
  • Perform other duties as required to further the organization’s mission and goals in Iraq.

REQUIREMENTS

  • Experience in security force training and participatory facilitation preferred;
  • Willingness and experience working with security forces;
  • Knowledge, experience, and understanding of civilian protection issues in armed conflict and understanding of the military/civilian/humanitarian spaces;
  • Proven ability to think analytically and plan strategically, including setting objectives and identifying and capitalizing on opportunities for our work;
  • Poise, flexibility, discretion, and mature judgment to handle and respond appropriately and professionally in a fast-paced, high-pressure atmosphere and as a team member;
  • Well organized, self-motivated, and able to conceptualize and implement programs in stressful environments;
  • Experience in representing organizations in sensitive political and security environments;
  • Excellent written and verbal communications skills.

QUALIFICATIONS:

  • Degree from university preferably in international affairs, political science, human rights, etc;
  • Minimum 5-7 years relevant work experience required, including work in conflict zones;
  • Demonstrated tireless work ethic;
  • English, Ukrainian fluency mandatory;
  • Work permit for working in Ukraine.
