This is a Generic Vacancy Announcement (GVA) for Communication Assistant positions at the GS-6 level to the UNICEF Ukraine office duty station. Talent Groups (TG) at UNICEF are exclusive lists of pre-vetted highly qualified candidates intended to fast-track recruitment processes as positions become available. After a rigorous selection process, successful candidates will be placed into the GS-6 Communication Assistant Talent Group for UNICEF Ukraine for a period of 36 months. While placement in the Talent Group does not guarantee a position, it is an important resource for filling vacancies. Candidates placed into the Talent Group will be reviewed when a relevant position becomes available, and if found suitable, are offered Fixed Term Appointments (FT) or Temporary Appointments (TA) through a direct selection.

Purpose of the Position

The Communication Assistant supports the UNICEF Ukraine regular programme including emergency response in external communication and communication for development (C4D), including media relations, strategic partnerships building and public advocacy, and behaviour change communication interventions as core roles. In close coordination with the programme and emergency teams, the Public Advocacy & Private Alliances Cluster focuses on enhancing UNICEF’s digital presence in Ukraine, share of voice and public engagement. In addition to core roles, the communication team provides the country team with professional expertise and guidance on all aspects of external communication, while also acting upon UNICEF’s global communication priorities in a locally-appropriate way. In close coordination with programme, including emergency teams, Communication for Social Change Cluster is supporting country programme goals with awareness raising, knowledge building and social mobilization through social marketing interventions.

Key Expected Results

Communication Materials

  • Ensure timely production of various communication products for advocacy purposes in line with the communication strategy.
  • Gather content of relevant country efforts to develop communication materials for dissemination through social and traditional media channels.
  • Support the production of information materials (human interest stories, multimedia products, press releases) that meet quality standards.

Partnership

  • Provide support to strategic partnership building and maintaining donor relations
  • Assist in developing and maintaining close collaboration with organizations and individuals whose support is essential to promote children’s rights
  • Organize advocacy events with main partner organizations, including corporates, embassies, educational institutions, sport entities
  • Support during the field visits, donor and media tours.
  • Collect and make available for the sections relevant visibility guidelines per donor/partner. 

Communication for Development

  • Assist in the development and implementation of C4D activities for promotion of social and behavioural change and educational materials in support of effective programme implementation.
  • Inform and share relevant guidelines with C4D partners to ensure they are aware about UNICEF procedures and regulations (PCA and corporate contracts related).
  • Assist in organisation and implementation of C4D local and national level capacity building and public events.

Financial and administrative support

  • Organize data and information, maintains records, files and work plans for the monitoring of project/programme implementation.
  • Assist in the financial (i.e. VISION processing) and administrative processes for the communication & C4D sections including preparation of contracts, procurement requests, PCAs, processing payments.

Monitoring and Evaluation

  • Assist in monitoring the annual budget of the communication & C4D sections and financial expenditures.
  • Assist in data collection and analysis in line with KPIs outlined in the communication strategy, including media monitoring, digital assets stats, survey on the public perception of UNICEF in the country, and other relevant thematic researches.
  • Maintain and update media database for the Country Office, and the publication check-list.

Qualifications of Successful Candidate

Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the UN, national/international/digital media, and communications. University degree in Communications, Journalism, Public Relations or other related field will be considered as an asset.

Minimum of 6 years of relevant work experience, including record – keeping and processing of information, of which at least one year is closely related to support of programme or communication activities. Experience in international organizations/UN system will be an asset.

Working knowledge of English and Ukrainian is required. Knowledge of other UN language to be considered as an asset.
