The European Network of Election Observation Organizations (ENEMO), a group of 22 civic organizations from 18 countries of Europe and Eurasia focused on supporting and advancing best international democratic standards for elections in the post-communist countries of the OSCE region, is preparing to deploy an Election Observation Mission for the Regular Local Elections, scheduled for October 25, 2015 in Ukraine.
The EOM is therefore undertaking recruitment of local staff to support the Core Team of the EOM in its Kyiv based office for the below positions:
Office assistant (1 position)
Accountant (1 position)
Office interpreter (1 position)
Interpreter for CEC observer (1 position)
LTO Coordinators’ Assistant (1 position)

Terms of reference for the positions:
Office assistant
Summary of the job: Maintains office operations by receiving and distributing communications; maintaining supplies and equipment; picking-up and delivering items.
Duties: Answer phones and transfer to the appropriate Core Team member; Accepts and distribute accurate messages; Coordinate messenger and courier service; Receive, sort and distribute incoming mail; Prepare outgoing mail for distribution; Fax, scan and copy documents; Maintain office filing and storage systems; Retrieve information when requested; Type documents, reports and correspondence; Coordinate and organize appointments and meetings; Assist with event planning and implementation; Monitor and maintain office supplies; Ensure office equipment is properly maintained and serviced; Perform work related errands as requested such as going to the post office and bank; Performs other duties as required.
Requirements: Fluent in English, Ukrainian and Russian (both in written and verbal communication); High School Diploma or equivalent (college training is an asset); Previous office experience; Competent computer skills, including MS Office or equivalent; Internet skills, including use of e-mails, group messaging and data collection; Organization and planning skills; Work management and prioritizing skills; Problem solving ability; Attention to detail; Ability to work long hours and under pressure; Ability and willingness to work as a member of a team; Ability to work with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity.
Accountant
Summary of the job: Provides financial information to the Deputy Head of the Mission and the Logistics Officer by maintaining and analyzing accounting data and preparing reports.
Duties: Documents financial transactions by entering account information; Recommends financial actions by analyzing accounting options; Summarizes current financial status by collecting information; preparing balance sheet; Secures financial information by completing data base backups; Prepares payments by verifying documentation, and requesting disbursements; Answers accounting procedure questions by researching and interpreting accounting policy and regulations; Complies with Ukrainian financial legal requirements by studying existing and new legislation, enforcing adherence to requirements, and advising management on needed actions; Contributes to team effort by accomplishing related results as needed;

Office Interpreter
Summary of the job: Responsible for listening to, understanding and translating spoken or written statements from English to Ukrainian (and Russian) for the international staff of the EOM.
Duties: Facilitate effective communication between members of the Core Team of the EOM and various interlocutors by converting English to Ukrainian or Russian and vice-versa, depending on the needs. Attend press conferences and meetings and act as official translator to mediate discussion; Relay concepts and ideas between languages; Convert written materials from English to Ukrainian or Russian and vice-versa; Create a new text in the target language that reproduces the content and style of the original; Edit and proofread text to accurately reflect language; Receive and submit assignments electronically;

Interpreter for CEC Observer

LTO Coordinators’ Assistant
Job summary: Under the supervision of the Coordinator of Long Term Observers LTO Coordinator Assistant assists the LTO Coordinator to perform his/her duties. S/he reports directly to the LTO Coordinator.
Duties: Assists in organizing briefings, meetings and debriefings for LTOs; Under the supervision of the LTO Coordinator, prepares briefing materials for LTOs in a timely manner; In coordination with the Office Assistant, ensures that meeting rooms are fully equipped for observers’ meetings; Under the supervision of the LTO Co-ordinator, and if requested by him/her, responds to LTO inquiries and follows them up; Ensures the classification of all reports and documents coming from/going to LTOs; Accompanies the LTO Coordinator during possible trips in the regions; Attends the meetings the LTO Coordinator may have to attend with local stakeholders and ensures interpretation into English; Translates documents of a general nature into English when required; Performs other duties as required.
Requirements: High school diploma (degree in political science, social science or related field is an asset); Experience in national election administration, international organizations or non-governmental organizations is an asset; Excellent written and oral communication skills in English, Ukrainian and Russian Translation/interpretation experience is an asset; Good computer skills; Tact, discretion and diplomacy; Ability to work long hours and under pressure; Ability and willingness to work as a member of a team; Ability and willingness to deploy to the field, sometimes on short notice; Ability to work with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity.
