Programme Analyst, Kramatorsk, SC, SB-4, UN WOMEN

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. In Ukraine UN Women works with the government, parliament and civil society in advancing gender equality through implementation of the national and international commitments on gender equality and women’s human rights. UN Women Ukraine implements interventions towards the realization of following strategic goals: elimination of violence against women and girls; implementation of women, peace and security agenda and gender responsive governance. UN Women works closely with the UN Country Team in integration of women’s rights and gender equality in all spheres of UN work. The project on “Decentralisation and Law Enforcement Reforms: Transformative approaches to Gender Equality and Women’s Empowerment in Ukraine” will work towards two outcomes that are closely interlinked and aim to generate positive change both vertically and horizontally at the central and local levels. The overarching goal of the project is to ensure that women, particularly the most vulnerable, equally benefit from the decentralisation and law enforcement reforms in Ukraine.  The project beneficiaries will include two main target groups: Government (in particular, the Ministry of Internal Affairs and the Ministry of Regional Development, Construction and Housing and Communal Services); and the women and men of Ukraine, particularly those affected by the conflict in the Donetsk and Luhansk oblasts.Under the overall guidance and direction of the Project Coordinator,Programme Analyst contributes to the effective management of UN Women project by providing substantive inputs to programme design, formulation, implementation, evaluation and reporting.  S/he facilitates the delivery of UN Women project by providing technical advice, coordination, partnership and management support through the project implementation.  She/he works in close collaboration with the programme and operations team, UN Women Country staff, Government officials, Parliament, Ombudsperson, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation.

Impact of results:

The key results of this post directly impact on the ability of UN Women to effectively implement UN Women’s programs and related operations in the country. This impact should lead to enhancing the visibility and image of UN Women as an effective leader on gender equality and women’s rights and empowerment within the country.

Duties and Responsibilities

Summary of key functions:

  • Programme Development and Management;  
  • Inter-Agency Coordination Support;
  • Strategic partnerships building and resource mobilization support;
  • Advocacy support and facilitation of knowledge building and management. 

Programme Development and Management:

  • Ensure substantive contribution to the analysis and research of the political, social and economic situation in the country and prepare of substantive inputs to programme planning;
  • Keep abreast of new policy developments and strategies analysing policy papers, strategy documents, national plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks;
  • Design and formulate programme initiatives translating UN Women’s priorities into local interventions and ensuring substantive rigor in the design and application of proven successful approaches;
  • Analyse quality of projects design incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems;
  • Expedite and coordinate projects implementation establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies facilitating timely and efficient delivery of inputs;
  • Ensure effective application of RBM tools and monitoring achievement of results;
  • Supervise staff, coordinate and monitor field level activities of the project.

Inter-Agency Coordination Support:

  • Provide substantive support to Project Coordinator on inter-agency coordination related to field level implementation of the project;
  • Prepare substantive inputs to various UN documents including analysing and researching the political, social and economic situation in the region;
  • Ensure preparation of analytical and regular progress reports on UN Women´s program experiences in support of UN Women inter-agency coordination role;
  • Provide substantive inputs to the work of the UN Theme Groups with a focus on Eastern Ukraine and other inter-agency coordination groups and mechanisms.

Strategic partnerships building and resource mobilization support:

  • Build strategic partnerships and resource mobilization efforts by preparing relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events;
  • Provide substantive inputs to resource mobilization strategies, analysing and maintaining information and databases on donors and developing database of project profiles for presentation to donors;
  • Create and coordinate partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.;
  • Ensure analysis and research of information on donors, prepares substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.

Advocacy support and facilitation of knowledge building and management: 

  • Manage the establishment of advocacy networks at the national level;
  • Proactively and substantively support and implement relevant, high-impact advocacy activities and campaigns with key partners;
  • Ensure awareness about current and emerging trends by analysing programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and share with management for use in knowledge sharing and planning future strategies;
  • Prepare articles and social media materials on the project activities as well as the thematic materials;
  • Proactively contribute to knowledge networks and communities of practice.

MEASURABLE OUTPUTS OF THE WORK ASSIGNMENT:

  • Substantive input to the project implementation is provided;
  • Results, experiences and lessons learned during implementation of the project disseminated at the national level;
  • Programme initiatives are designed and formulated for translating UN Women’s priorities into local interventions;
  • High-quality inputs to reporting and monitoring activities are provided on time.

PERFORMANCE INDICATORS FOR EVALUATION OF RESULTS:

  • Annual work plan for project is fully and timely implemented;
  • Funds delivery for the project reached 100%;
  • Advocacy networks at national level are established and maintained.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Human Rights, Law, Economics, Gender Studies, Social Sciences or related field. 

Experience:

  • Minimum 3 years of progressively responsible experience in programme, management advisory services or related field preferably in the international environment;
  • Experience and understanding of implementing, human rights, gender equality and women’s empowerment projects and initiatives;
  • Experience in advocacy for gender equality and women’s empowerment is desirable;
  • Previous experience working in the UN system is an asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

Language Requirements:

  • Fluency in oral and written English, Ukrainian and Russian languages.
