Knowledge Management Advisor (Програма U-LEAD з Європою, GIZ)

For Ukraine – Local Empowerment, Accountability and Development Programme (U-LEAD) we are looking for a Knowledge Management Advisor (full time 100%) to join our team based in Kyiv.
U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme’ is a multi-donor action of the European Union and its member states Denmark, Estonia, Germany, Poland and Sweden which supports the efforts of the Ukraine government in the area of decentralisation and regional development. Ukraine has put decentralisation and regional development as a top priority on its political agenda. It is aimed at promoting a viable local self-government and thus bringing a positive change to the people’s life. The Ministry of Regional Development, Construction, Housing and Communal Services (MinRegion) holds responsible for this milestone reform process. The Programme contributes to the establishment of multi-level governance which is transparent, accountable and responsible to the needs of the population. While GIZ implements component I of the programme, the Swedish International Development Cooperation Agency Sida implements component II.
During its implementation, U-LEAD produces a vast range of knowledge and good practices on the national, regional and local levels. This knowledge needs to be managed i.e. stored and processed as well as shared and disseminated internally and externally. Knowledge and good practices need to be accessible and available within the programme to ensure learning from experience and maintain the high delivery capacity of U-LEAD. In addition, U-LEAD as a multi-donor programme needs to share its knowledge with other stakeholders as well as take part in knowledge exchange with donors and partner organizations which work in the sector of decentralization.
U-LEAD component I is looking for a highly motivated knowledge manager. The person should be able to develop and manage knowledge management products, actively support internal communication within the programme, organise knowledge exchange formats as well as manage the knowledge data base of U-LEAD. An understanding of the decentralisation developments in Ukraine is a strong asset as well as experience with knowledge management within the development cooperation sector, preferablу GIZ.
Areas of responsibility
- Support the development and implementation of a knowledge management strategy for U-LEAD
- Management and further development of U-LEAD’s knowledge management data base
- Manage and further develop internal communication within U-LEAD e.g. through knowledge exchange formats such as conferences, exchange events, online tools, internal newsletter, etc.
- Development of knowledge products of U-LEAD e.g. brochures, studies
- Organize knowledge exchange of international and national expertise on decentralization reform and regional development with U-LEAD
- Close cooperation with the U-LEAD visibility and programme communications team
Qualifications
- MA or post-graduate degree in communications, linguistics or in a related field
- At least 4 years of professional experience in a comparable position
- Solid experience with the management of knowledge data bases and internal communication tools
- Experience with the organization of conferences and events as well as network and dialogue platforms
- Experience with donor-funded international development projects and programmes; relevant experience with GIZ is a strong asset
- Native written and spoken Ukrainian; excellent command of written and spoken English and Russian; ability to translate between the three languages
- Knowledge of the Ukrainian government’s reform agenda in the field of decentralisation

Assignment:
Starting as soon as possible. The contract duration is until the end of December 2019.
