International Charitable Foundation Alliance for Public Health (Alliance) is a leading non-governmental professional organization which makes a significant impact on the epidemics of HIV/AIDS, tuberculosis, viral hepatitis, and other diseases in Ukraine and other countries. Alliance mobilizes donor resources and in collaboration with key state partners, civil society organizations and international agencies provides treatment and prevention services to over 300,000 members of the most vulnerable populations in Ukraine.

 JOB PURPOSE: To provide leadership for the Alliance treatment and procurement programs, shaping the organizations’ treatment strategy, mobilizing resources and supervising implementation of treatment and care programs that are able to tackle the burden of communicable diseases, particularly, HIV/AIDS, tuberculosis (especially MDR-TB), viral hepatitis and addressing other relevant issues such as drug addiction with the aim of achieving Alliance goals and contributing to the global targets. To oversee the organization’s approach to sourcing and procuring of health commodities for greater value and impact. To broaden Alliance scope of work targeting issues of health system strengthening and noncommunicable diseases.

 REQUIREMENTS:

• 5 years’ experience of working on a broad range of activities related to public health, with the focus on treatment and procurement issues, in Ukraine or other countries of the region, including overseeing the development and implementation of complex large scale interventions.
• Demonstrate commitment to HIV/AIDS, tuberculosis, viral hepatitis treatment, care and prevention work and the engagement of civil society, vulnerable and affected communities in the response to the epidemics.
• Managerial experience within international organization in the health-related sector.
• Solid experience of the development and management of health treatment and procurement systems with a focus on robust operation policies and procedures, advocacy programs regarding the systems, and technical support provision.
• Demonstrate interest in program development, keeping in mind potential widening the Alliance treatment portfolio to noncommunicable diseases and health care continuum.
• Experience in health system strengthening and proven track record in collaboration with governmental stakeholders and medical institutions.
• Successful experience of transitioning certain programs from donors to domestic funding and governmental leadership is a plus.
• Profound understanding of multi-sectoral nature of responses to HIV/AIDS, tuberculosis, viral hepatitis
• Proven ability to represent organizations in a range of fora, including various partner co-ordination activities in complex environments.
• Strong program, project skills to include: strategic planning, work planning, leadership, ability to balance ongoing managing and implementation with strategic thinking and developing Alliance treatment portfolio.
• Broad experience in supervising international procurement related contracting, including: tender process, contract negotiations and management.
• Strong skills and experience of the managing professional staff.
• Excellent communication skills in a range of environments and Alliance audiences.
