The USAID Health Reform Support project is seeking resumes of qualified candidates to serve as Deputy Chief of Party. This is a full-time position, based in Kyiv, Ukraine.
- Project Background and Summary:
The purpose of the ‘USAID Health Reform Support’ project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
- Objective
The Deputy Chief of Party will provide technical leadership and oversight, client management and reporting, and will contribute to technical delivery.
- Responsibilities:
- Support COP in ensuring effective technical integration and collaboration across all project components related to health sector reform.
- Conduct work on elements of health reform, such as implementing new financial models and health governance to further implementation of the work plan.
- Ensure effective use of resources and on-time delivery of staff and partner deliverables.
- Represent the project professionally in external communications, events and meetings as may be required.
- Serve as Acting COP when COP is unavailable.
- Supervise staff members as may be applicable.
- Minimum Qualifications
- MA or higher in Finance, Development, Economics, Public Health, or International Relations.
- At least five years of experience with health finance reform.
- At least five years of experience supporting reform and/or public sector financial management with similar magnitude and complexity.
- Experience with USAID or USG-funded international projects highly desirable.
- Demonstrated expertise in health sector, capacity building, training, communications, public sector technical assistance, finance, human resource management, and logistics.
- Excellent interpersonal and written communication skills.
- Fluency in Ukrainian and excellent English skills.
