Background

In accordance with the organizational mandate and national development priorities of Ukraine, UNFPA, the United Nations Population Fund, implements a country programme of technical assistance to Ukraine for 2018-2022. The programme will seek to contribute to the empowerment of young people in the social, political and economic spheres of the country, and advance the cause of gender equality in all its dimensions. 
Alongside this development work and driven by the humanitarian consequences of the armed conflict in Eastern Ukraine, UNFPA participates in the development and implementation of the annual Humanitarian Response Plans (HRPs) of the United Nations Humanitarian Country Team in Ukraine to provide support to internally displaced persons (IDPs), returnees, host communities and people who remain in the conflict areas. More specifically, UNFPA mostly contributes to the work of health and protection clusters within the HRPs and leads the gender-based violence (GBV) sub-cluster.
The UNFPA GBV programme presently covers eleven regions of Ukraine, including most affected by the armed conflict (Donetsk, and Lugansk) and focuses on the delivery of the following outputs:

  • Further  development  of  social  and  institutional  environment  that  will  contribute  to zero tolerance and eradication of violence against women in Ukraine;
  • Ensuring that in Ukraine majority of gender-based violence survivors seek and have access to good quality survivor centred services;
  • Contributing  to  building  strong national  (GoU)  ownership  over  the  existent  GBV response mechanisms and frameworks in order to ensure sustainability. Starting  from September 2018, the Joint Programme of UNDP, UNFPA, UN Women and on “EU Support to the East of Ukraine – Recovery, Peacebuilding and Governance”, funded by the European Union, will be implemented in conflict-affected Donetsk and Luhansk regions of Eastern Ukraine (GCA). It aims to contribute to peace, economic revitalisation and reconciliation in Eastern Ukraine through social and economic recovery, with special focus on Government Controlled Areas (GCAs) of Donetsk and Luhansk oblasts.    

UNFPA jointly with other participating UN Agencies will support the implementation of programme component 3 on enhancing social cohesion and reconciliation through promotion of civic initiatives.

Duties and Responsibilities

Under the supervision of the UNFPA Programme Manager, the Senior Field Coordinator in the East (SFC) organizes, manages and implements daily activities and tasks related to the work and implementation of the UNFPA GBV programme, including its humanitarian component and UN Joint Programme of UNDP, UNFPA, UN Women and on “EU Support to the East of Ukraine – Recovery, Peacebuilding and Governance”, all envisioned events and activities in Donetsk and Luhansk regions of Eastern Ukraine (GCA) ensuring delivery of all planned results.
He/She supports the day to day work of Field Monitoring Associate in Donetsk and Luhansk regions of Eastern Ukraine (GCA) and is one of the key programme team members in the designated geographical area, playing a vital role in providing guidance, ensuring smooth planning, implementation, and monitoring of programme activities. He/She ensures all activities are carried out in accordance with UNFPA rules and procedures as well as donor`s requirements. He/she will be responsible for contributing to the achievements of project`s objectives and quality management throughout the programme life cycle.
He/She works in a client, quality and results-oriented manner in close collaboration with all programme personnel, different units of UNFPA Country Office (CO), as well as personnel of other UN Agencies to exchange information and to ensure smooth programme functioning in line with the approved programme work plan, indicators and milestones (Results Framework (RRF).

Major Duties and Responsibilities:

  • In line with approved work plans and results framework (RRF), coordinates UNFPA programme implementation, all envisioned events and activities in Donetsk and Luhansk regions of Eastern Ukraine (GCA) ensuring delivery of all planned results;
  • Act as UNFPA technical focal point for the UN Joint Programme of UNDP, UNFPA, UN Women and FAO on “EU Support to the East of Ukraine – Recovery, Peacebuilding and Governance” with responsibility to ensure implementation of youth and GBV project activities on the ground according to the approved work plan; liaise and interacts with all relevant project partners at the regional level on all matters related to the project implementation and contributes to the coordination of youth and GBV prevention and response related activities in the assigned regions within the project and beyond it;
  • Contribute to project monitoring, evaluation, reporting and knowledge management as well as to ensuring project visibility;
  • Analyse the project implementation and provide regular updates to the project management and UNFPA office on project implementation highlighting progress, bottlenecks and possible solution;
  • Supervise, provide necessary support and ensures that UNFPA programme personnel in Donetsk and Luhansk regions of Eastern Ukraine (GCA) fully share vision of the programme s objectives, timelines and deliverables;
  • Liaise and interact with all implementing partners at the regional level, on all matters related to the programme implementation for the timely, successful and efficient implementation of all activities planned under the programme (s);
  • Contribute to establishing or strengthening partnerships with respective regional government authorities, humanitarian actors, UN agencies to ensure that GBV response is integrated into overall humanitarian response actions in Donetsk and Luhansk regions of Eastern Ukraine (GCA);
  • Ensure adequate communication, flow of information and technical expertise between the relevant local and international partners, including UNET and GBV Sub-cluster partners in the field;
  • On behalf of UNFPA and the GBV sub-cluster liaise and interacts with humanitarian partners in the regions, work in close cooperation with the Protection, Health and other cluster partners to ensure that GBV response is integrated into overall humanitarian response actions;
  • Substantially contribute to the agenda and work of UNET as well as humanitarian coordination meetings , ensures that GBV response issues are adequately reflected and addressed;
  • In consultation with the CO management prepares, updates, implements and monitors the calendar activity plan for the programme based on the approved annual work plan(s);
  • Analyse the programme implementation, identifies possible implementation obstacles and suggests solutions, reports on the output delivery to the CO management, programme and operations staff, in their areas of competence;
  • Report on all matters of programme implementation and provide weekly updates for programme implementation highlighting progress, bottle necks and solutions;
  • Conduct weekly skype meetings with Field Monitoring Associates and country office;
  • Ensure visibility of the programme implementation through public relations, advocacy, working with the mass media and other communications activities;
  • Substantially contribute to drafting of progress reports required by donors and UNFPA, provide regular updates/briefs as required by UNFPA;
  • Contribute to creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the CO, and drafting relevant materials for dissemination;
  • Carry out any other duties as may be required by UNFPA country office management.

Required Skills and Experience

Education:

  • Master’s degree or equivalent, preferably in Public Administration, Human Rights Law, Social Sciences including Gender Studies, Political Science, International Relations, or other relevant studies for UNFPA`s mandate.

Knoweledge and Experience:

  • Minimum 3 years of relevant work experience in project management and implementation services or related field preferably in the international organization;
  • Familiarity with UN procedures and working methods, particularly with UNFPA agenda, policies and procedures is a plus; Knowledge about the UN and humanitarian coordination structures would be an advantage;
  • Solid experience in writing functional specifications would be an asset;
  • Working experience in projects funded by international donors is desirable;
  • Excellent working knowledge of MS Office-Word, Excel, Power Point, Internet, e-mail applications, etc.;
  • Understanding of the main processes and methods of work regarding to the position.

Language:

  • Fluency in Ukrainian, English and Russian languages.
