Eurasia Foundation (EF), a US-based international development organization promoting good governance, civil society development and independent media, is accepting applications for Advisory Coordinator (eProcurement) for the USAID and UKaid-funded Transparency and Accountability in Public Administration and Services (TAPAS) program. 

The purpose of TAPAS is to financially support Ukrainian citizens and the Government of Ukraine in reducing or eliminating corruption in key public administration functions and services and build trust of Ukrainians in their government based on demonstrated transparency, accountability and improved services. The activity will focus on three areas: 1) large scale use of electronic procurement in Ukraine; 2) an effective Open Data program; and 3) transparent and efficient public services in the form of eServices.

SUMMARY

Advisory Coordinator  will be responsible for activities supporting the Ministry of Health (MoH) and its Central Procurement Agency (CPA). The  Advisory Coordinator will work closely with a local law firm to monitor legislative and policy developments and draft legislative amendments pertaining to the Ministry of Health Central Procurement Agency. S/he will also oversee Kyiv School of Ecomonic’s Central Procurement Agency professionalization and institutional development activities.

This position will report to Team Lead (eProcurement component).

 QUALIFICATIONS

  • Master’s Degree in administration, law, procurement or other relevant fields from an accredited university required;
  • At least 3 years of progressively responsible work experience in implementing public procurement reform or medical reform or relevant to public procurement required; experience with USAID or other international assistance programs highly desired;
  • Strong knowledge of legislation, policies, institutional functioning and innovations in the field of public procurement, including eProcurement and medical reform in Ukraine;
  • Demonstrated experience working with Ukrainian compliance agencies during program implementation;
  • Experience working with national, regional and municipal-level governments;
  • Knowledge of government procurement rules and/or other internationally accepted procedures of procurement is an advantage;
  • Excellent interpersonal communication and negotiation skills;
  • Fluency in English and Ukrainian required.
