Executive, Government and Stakeholder Liaison Manager
USAID Energy Security Project in Ukraine
Project Summary:
USAID/Ukraine Energy Security Project (ESP) is USAID funded project operating country-wide with the mission to enhance Ukraine’s energy security, to improve the energy legal and regulatory environment and to increase resilience of energy supply, which will help Ukraine to achieve broad-based, resilient economic development to sustain country’s democracy. ESP will work closely with the Government of Ukraine (GOU) and the National Energy and Utilities Regulatory Commission (NEURC) to correctly implement EU directives-based and competitive energy markets. By doing so, Ukraine will facilitate private sector-led energy investments, increase renewable energy generation and provide secure, reliable, and affordable energy for all Ukrainians.
Position Summary:
Reporting directly to the Chief of Party (COP), the Executive, Government and Stakeholder Liaison Manager (Manager) provides executive, administrative, and project management support to the COP and Deputy Chief of Party (DCOP), as well as key personnel and the home office management team. The Manager serves as the primary point of contact for internal and external constituencies on all matters pertaining to the COP. The Manager serves as a liaison to the COP and senior management teams; organizes and coordinates executive outreach and external relations efforts; and oversees special projects. The ideal candidate will bring their enthusiasm and energy to their project team and be prepared to learn our practices for project administration, coordination, communication and assistance to the COP.
This position reports directly to the Chief of Party. The position is based in Kyiv with occasional travel to other cities in Ukraine.
Responsibilities:
- Assist the COP with daily project management duties and completes a broad variety of tasks that include managing an active calendar of appointments; accounts payable; composing and preparing correspondence; arranging complex and detailed travel plans, itineraries and agendas and compiling documents for meetings.
- Communicate with the general staff on the COP’s behalf and coordinates logistics with high-level meetings both internally and externally.
- Coordinate meetings and strategic activities with the project management team and other subject-matter experts. Prepare an account of the meetings and designate and follow up on assigned action items.
- Communicate directly and on behalf of the COP with USAID and counterparts, and others on matters related to programmatic initiatives, as directed.
- Support COP in building successful partnerships with stakeholders, including service on external committees and other groups.
- Help COP identify and evaluate current needs and assembles materials needed for activities.
- Represent the COP in designated meetings as requested.
- Perform other responsibilities, as assigned by the Chief of Party
Qualifications:
- Master’s Degree preferred
- Advanced proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, etc.)
- Working understanding of Egnyte, SharePoint or other document management platforms.
- Fluency in English and Ukrainian
- Amicable and professional demeanor.
- Able to work independently with minimal guidance and a motivated self-starter.
- Not afraid to ask questions and utilize internal resources available to assess an appropriate solution.
- Ability to work in a fast-paced environment
- Excellent verbal and written communication skills
- Superior analytical and problem-solving skills, and the ability to creatively solve complex problems
- Interpersonal skills necessary to establish and maintain effective working relationships with co-workers, partners, stakeholders, and clients
