Background Information: Under the supervision of the Programme Manager, the GBV Services and Capacity Development Coordinator (SCDC) organizes, manages and implements daily activities and tasks related to the work and implementation of the UNFPA led GBV prevention and response programme, all envisioned programme events and activities in 12 regions of Ukraine.

Contract Duration: 6 months with possible extension 

Duties and Responsibilities:

  • In line with approved programme work plan, indicators and milestones (programme Results Framework (RRF), coordinates programme implementation, all envisioned events and activities in all target regions/municipalities of Ukraine ensuring delivery of the planned results;
  • Facilitates the programme work plans delivery of the GBV services and capacity development component of GBV programme and those relevant activities of national implementing partners, providing them with oversight, guidance and advice and promoting national ownership of UNFPA-funded work plans. Serves as a primary liaison between the implementing partners and UNFPA on all matters related to their work plans implementation;
  • Ensures regular monitoring of the work plans implementation  in GBV services and capacity development component of GBV programme for quality and timeliness and undertakes necessary administrative response vis-a-vis UNFPA and national implementing partners;
  • In coordination with regional specialists and local partners, responsible for adopting a set of essential services  in all target regions/municipalities as per guidelines outlined in the Essential Services Package for Women and Girls Subject to Violence, Istanbul Convention;
  • Establishes working contacts and regularly maintains effective communications between all programme stakeholders;
  • Contributes to UNFPA work with regional authorities on development of Regional costed Actions Plans (programmes) on multi-sectoral response and prevention of GBV;
  • Contributes to design and implementation of capacity development packages for service providers, including various on-line courses, guidelines, SOPs, etc.;
  • Supports capacity development activities of the psycho-social, health and legal service providers as well as police officers in all target regions/municipalities to deliver integrated survivor-centered GVB services; 
  • Works closely with responsible local authorities to establish new Women crisis centers (shelters) and outreach psycho-social support services (mobile teams) and advocate for their further institutionalization and sustainability;
  • Ensures adequate communication, flow of information and technical expertise between the relevant local and international partners, including GBV Sub-cluster partners in the field;
  • Contributes to development and launch of the national level Government-led information and awareness raising campaign on GBV response and prevention
  • In consultation with the CO management prepares, updates, implements and monitors GBV prevention and response programme implementation and calendar activity plans for the programme, based on the approved annual work plan(s);
  • Prepares inputs to and submits to UNFPA various documents related to GBV programme, including events reports, field monitoring reports, technical and thematic reports, best practices and lessons learned publications, work plan progress and annual reports (incl those of IPs), financial authorization and certificate of expenditures forms, financial expenditure reports, narrative and financial reports required by the donors etc;
  • Reports on all matters of GBV prevention and response programme  implementation and provide weekly updates for programme implementation highlighting progress, bottle necks and solutions;
  • Ensures visibility of the GBV prevention and response programme implementation through public relations, advocacy, working with the mass media and other communications activities;
  • Contributes to creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the CO, and drafting relevant materials for dissemination;
  • Carries out any other duties as may be required by UNFPA country office management.

 Required Skills and Experience:

Education:

  • Master’s degree or equivalent, preferably in Public Administration, Human Rights Law, Social Sciences including Gender Studies, Political Science, International Relations, or other relevant studies for UNFPA’s mandate.

Experience:

  • At least 3 years of relevant professional experience at the national/international level in the area of gender policy, human rights, social work or related fields;
  • Experience in programme and programme management would be an asset;
  • Knowledge about the UN and humanitarian coordination structures would be an advantage;
  • Working experience in programmes funded by international donors is desirable
  • Excellent working knowledge of MS Office-Word, Excel, Power Point, Internet, e-mail applications, etc.

Language:

  • Fluency in Ukrainian, English and Russian languages.
