Contract Duration: 6 months
Background: The Government of Ukraine is in urgent need to secure the availability of the State Programme medicines and essential health commodities at affordable prices and in sufficient quantities. Acknowledging the challenges of the State procurement and supply management system and following recently adopted legislation, allowing the selected international organizations to provide procurement support services, the Ministry of Health of Ukraine has requested the UN to support the procurement and distribution of a number of 2015-2019 State Programme medicines and other medical products as an emergency measure.
Duties and Responsibilities: Under the direct supervision of the Procurement Analyst, the incumbent will provide advice on pharmaceutical requirements, quality assurance corporate standards, rules and regulations for ensuring effective implementation of procurement of drugs and commodities through international organization (UNDP Ukraine). Specifically, s/he will perform the following key tasks:
- Provide advice on the pharmaceutical and medical devices market trends;
- Support the market research for medicines contributing to different sourcing strategies and procurement approaches; the search and analysis will focus on potential suppliers for specific medicines, prices, quality requirements, shelf life, supply terms and conditions and other related aspects;
- Support the review and validation of the technical specifications and supply requirements for the list of medicines to be procured (incl. quantities, specifications, cost estimates, international and national regulations, etc.);
- Participate in the technical evaluation of the bids for medicines/medical devices and contribute to the evaluation reports;
- Assist in monitoring prices against international referenced prices;
- In collaboration with the international pharmaceutical specialist and in close collaboration with the MOH when necessary, identify and propose substitutions/alternative products for procurement according to relevant guidelines and medicines lists (if any);
- Prepare reports upon request related to pharmacological aspects;
- Work with the available databases, such as countries’ state registers, medical agencies and prequalification lists;
- Participate in warehouses incoming inspections;
- Participate in the products receipt and inventory when necessary;
- Monitor registration / re-registration of medicines and certification of medical devices in Ukraine in accordance with the national legislation; provide support and advice to the contractors regarding registration process of the health products in the country;
- Support the procurement team in preparation of Procurement Action Plan and testing plan for the health products;
- Support the acceptance or rejection of medicines/medical devices delivered with quality deviations (i.e. temperature excursions, deviations in packing and labelling, physical characteristics, etc);
- Provide in-house technical assistance and advise on pharmacological aspects to enhance capacity building of the Ministry of Health of Ukraine and its Secretariat and State Enterprise “Medychni Zakupivli Ukrayiny”;
- Liaise with stakeholders of procurement processes, including but not limited to, government representatives, regulatory authorities, suppliers, service providers, national and international consultants as may be needed;
- Be involved in the implementation and where necessary alterations of quality assurance procedures to better reflect the modus operandi of the project;
- Provide advice upon request on medicines stocks forecasts and needs quantification;
- Perform other duties as required by the Supervisor.
Measurable outputs of teh work assignment:
- Provision of effective and efficient support services to the project team is ensured;
- All medicine and medical devices service procurement activities are processed;
- Analysis of the market of medicines is conducted;
- Lists of medicines to be procured reviewed and validated;
- Technical evaluation of bids done;
- The substitutions/ alternative products for procurement identified and proposed.
Performance Indicators for evaluation of results:
- Respective sections of the annual work plan for the UNDP project is fully and timely implemented;
- Funds delivery allocated for current activities reached 100%;
- Project and component activities are carried out in strict accordance with UNDP rules and procedures.

Required Skills and Experience:
- Bachelor’s degree in Pharmacy, Biochemistry, Microbiology, Medicine, Public Health or other relevant area; Postgraduate education in international/global health or public health is an asset;
- Specific training, certificate or diploma in relevant aspects of public health and procurement&supply managment will be a strong asset;
- At least 3years of experience and proven track record in pharmaceutical supply chain, pharmaceutical management and/or other similar public health areas;
- Experience in practical application of health products’ quality analysis will be a strong asset;
- Experience in working with public procurement is an asset;
- Extensive knowledge of the international and national policies and procedures on medicines and medical devices is a strong asset;
- Experience in working on similar positions with international organizations/projects will be considered as an advantage;
- Fluency in English, Ukrainian and Russian is required;
- Knowledge of MS Office, MS Word and MS Excel. Knowledge of Smartsheet will be an asset.
