ADRA Ukraine is a subunit of a large worldwide network present in more than 125 countries, with the HQ in Washington D.C. ADRA Ukraine has been operating in Ukraine since 1993. Due to humanitarian response, ADRA Ukraine is providing humanitarian assistance to internally displaced people in 15 regions of Ukraine.
ADRA is partnered with WFP distributing food and is in the process of distributing our fourth tier of 10,000 food commodities in Donbas region, Non-Government territory. In total, ADRA has distributed 24,335 food commodities in this partnership over the last half a year and has in pipeline another project for 10,000 commodities in Non-Government territory, 5000 Food vouchers and 4000 cash for food.
Grade: 3 – for Ukrainian nationals – Civil Agreement
Starts up date: 01/01/2016
Duration of the contract: till 30/04/2016 with possible prolongation
Location: Based in Kiev with short-term trips to Donetsk/Lugansk regions
SUMMARY
The Project Manager will be directly responsible for smooth and timely implementation of the humanitarian project funded by WFP providing cash and vouchers assistance to the internally displaced people in the governmental control territory and food parcels distributions in the non-governmental control part of East Ukraine. This will include program planning, staff management, monitoring and evaluation, timely reporting, finance management. The Project Manager will closely cooperate with the Emergency Projects Coordinator & Regional Coordinators, project partners, other stakeholders and ADRA’s office staff.
Key Responsibilities:
- Management, coordination and implementation of food and vouchers humanitarian projects, funded by WFP or other donors
- Manage all administrative tasks related to the set – up and implementation of the projects
- Communication with donor’s organization
- Responsible for daily coordination with the field staff, providing administrative and logistics support
- Providing training to field staff on data collection for needs assessment, as well as monitoring and evaluation of the project
- Closely cooperate with the Monitoring and Evaluation Manager in collecting supporting documentation, to proof vulnerability of beneficiaries
- Collecting information from the Field Coordinators and M&E Manager on weekly updates and reports for the food cluster
- Support project development, as well as development of new potential proposals
- Be responsible for project documentation and effective monitoring and evaluation in compliance with donor’s regulations
- Work in collaboration and participatory manner with all project partners and project stakeholders (local authority, NGO representatives, pilot communities, development partners etc.)
- Liaise with stakeholders and partners to fulfil project objectives
Qualifications and Skills Required:
- University degree in relevant subject area such as communication for development, communication studies, public information, engineering and/or equivalent
- At least 1 year experience in project management and in relevant area
- Basic understanding of development & humanitarian context an advantage
- Previous experience in distribution, or cash& vouchers programs is an asset
- Willingness to do both administrative work as well as project development work
- Flexibility and being solution-oriented
- Willingness to travel for short time visits to the Eastern part of Ukraine Donetsk/Luhansk region
- Experience in relief operations preferred
- Teamwork skills
- Fluent in English and Ukrainian/Russian is a must
