Monitoring and Evaluation Manager
ADRA Ukraine is a subunit of a large worldwide network present in more than 125 countries, with the HQ in Washington D.C. ADRA Ukraine has been operating in Ukraine since 1993. Due to humanitarian response, ADRA Ukraine is providing humanitarian assistance to internally displaced people in 15 regions of Ukraine.
Grade: 4 – for Ukrainian nationals – Civil Agreement
Starts up date: 01/01/2016
Duration of the contract: till 30/06/2016 with possible prolongation
Location: Based in Kiev with short-term trips to Donetsk and Lugansk regions
SUMMARY
Monitoring and Evaluation Manager will provide support to Project Managers in development of M&E Plans, tools, survey design, methodology, data analysis and other services as may be required for monitoring and evaluation of the humanitarian projects funded by UN, WFP, USAID, and other donors.
Key Responsibilities:
- Designs methodology, implements and leads all daily monitoring and evaluation related work and needs assessment for all Projects
- Provides logistic and technical support to studies, researches, data collection, monitoring and evaluation visits, data collection according to M&E plans and study/ research plans
- Prepares and compare secondary data review for the assessment
- Develops and maintains a database of complaints and feedback from beneficiaries and communities
- Ensures relevant supporting documentation on beneficiary identification and selection
- Designs the training package for Database Managers and conducts training on questionnaires and methodology
- Coordinates activities of Database Managers team
- Cooperates with Project Teams and other stakeholders in the same area and represents the organisation and projects at Cluster meetings to avoid duplication of assistance and overlaps
- Provides verification of commodities distribution and aid provided
- Ensures segregated data required for Project reporting
- Manages a team of Monitoring and Evaluation Specialists and Field Coordinators on data collection, facilitates the joint analysis
- Produces report on frequent and ad hoc basis
Qualifications and Skills Required:
- Relevant academic qualification
- Excellent computer skills, including experience with Excel, PowerPoint, Publisher, SPSS, Access, SQL and any other statistical packages
- Excellent experience in research, reporting and conducting surveys
- Experience of active M&E work in development/humanitarian programming is an asset
- Experience with institutional donor (USAID, UNICEF, DFID, OCHA) an advantage
- Teamwork skills
- Fluent in English and Ukrainian/Russian is a must
