Молодший неключовий експерт з енергоефективності/ Junior Non-key EE Expert

Ukraine’s Higher Education Project is looking for a candidate: Junior Non-key Expert to conduct review of selected EAs for Phase II and assessment of initial information for Phase II sub-projects.

Duties and Responsibilities:

• Conduct review of energy audits reports prepared for the following Phase II Universities: Taras Shevchenko National University of Kyiv (7 EAB reports) and National University of Food Technologies (15 EAB reports).
• List of buildings covered by a sub-project with addresses verified against primary documentation (to be provided by the Universities);
• EE and non-EE measures proposed for implementation;
• General descriptions of proposed EE and Non-EE measures;
• Baseline energy consumption;
• Projected energy consumption after implementation of proposed EE measures and corresponding building class;
• Energy and monetary savings;
• Costs and Investments;
• Key financial indicators (simple payback);
• Environmental benefits – GHG emissions reductions;
• Preliminary implementation and disbursement schedule;
• Key assumptions used in preparing the EAs and sub-project, including cost of energy resources, cost of investments and other parameters.
• Prepare draft sub-project descriptions for the above Universities. The subprojects descriptions at the minimum should include:

The above tasks shall be accomplished in close coordination with PMSU and beneficiary Universities.

Essential Experience

• At least 5 years’ experience in conducting EABs of buildings, and/or
• Preparation of projects (pre-feasibility studies or similar documentation) aiming at increasing energy efficiency of existing buildings through implementation of EE measures.
• Prior experience in working with international organisations/companies implementing EE projects in Ukraine, is considered as advantage.

Qualifications and Technical Skill:

• Graduate Degree (Bachelor or higher) in Engineering, Construction or other technical field from a well-known institution / university;
• Good knowledge of and a good record of practical experience related to EABs;
• EAB certification – preferred;
• Good knowledge of and a good record of practical experiences with developing EE projects for thermo modernization of public buildings;
• Ability to prepare reports pertaining to EE area;
• Knowledge of Ukrainian regulations related to Energy Efficiency in buildings;

• Good English and Excellent Ukrainian communication skills, both written and verbal;

Personal Qualities:

• Excellent interpersonal skills;
• Ability to work on own initiative to build on and develop the job combined with the ability to work effectively as part of a team;
• Highly organised with good attention to detail and developed ability to prioritise multiple tasks to meet tight deadlines and organise works;

• Proven ability to work and establish good working relationships with government and non- government representatives.

Assignment duration: 2 calendar months.

Time Inputs: 20 working days.

Deliverables/Reports: Sub-project descriptions for the Universities (in Ukrainian language) and brief report (note) on sub-projects (in English Language).
