Міжнародний неключовий старший експерт з енергоефективності/ International Non-key Senior EE Expert

Ukraine’s Higher Education Project is looking for a candidate: International Non-key Senior Expert to provide support and guidance related to review of medium quality energy audits and conduct new EAs.

Duties and Responsibilities:

• Develop a list of Ukrainian regulations and/or standards pertaining to EE as regards to EPB and conducting EAs;
• Develop generic descriptions of most common EE measures which can be proposed for implementation in line with applicable regulations and standards;
• Develop implementation and disbursement schedules templates for EE measures implementation at the level of a building including brief descriptions of key implementation steps;
• Develop and describe assumptions to be used in preparing and updating EAs, including, but not limited to:
  • Indicative values (based on benchmarks) for costs of investments;
  • Indicative values or (based on benchmarks) for costs related to design and works supervision;
  • Information on expected environmental benefits – GHG emissions reductions (coefficients/factors);
• Based on the above, propose a template of the EA report to be used during the review of medium quality energy audits and conducting new EAs for Phase II Universities.

 The above tasks shall be accomplished in close coordination with PMSU.

Essential Experience

• At least 7 years’ experience in conducting EABs of buildings, and/or
• Preparation of projects (pre-feasibility studies or similar documentation) aiming at increasing energy efficiency of existing buildings through implementation of EE measures.
• Prior experience in working with international organisations/companies implementing EE projects in Ukraine, is considered as advantage.

Qualifications and Technical Skill:

• Graduate (Bachelor or higher) degree in Engineering, Construction or other technical field from a well-known institution / university;
• Good knowledge of and a good record of practical experience related to EABs;
• EAB certification;
• Good knowledge of and a good record of practical experiences with developing EE projects for thermo modernization of public buildings;
• Ability to prepare reports pertaining to EE area;
• Knowledge of Ukrainian regulations related to Energy Performance of buildings would be an advantage;

• Excellent English and Ukrainian communication skills, both written and verbal.

• Excellent interpersonal skills;
• Ability to work on own initiative to build on and develop the job combined with the ability to work effectively as part of a team;
• Highly organised with good attention to detail and developed ability to prioritise multiple tasks to meet tight deadlines and organise works;

• Proven ability to work and establish good working relationships with government and non- government representatives.

Assignment duration: 1 calendar month.

Time Inputs: 10 working days with possible extension.

Deliverables/Reports: Template of EA report (in Ukrainian and English language), which includes updated list of regulations, generic descriptions of potential EE measures, assumptions to be used in updating and conducting EAs.

Duty station: Home based and if needed, Kyiv Ukraine.
