Rule of Law Associate (UNDP) / Асистент з верховенства права (ПРООН)

The Rule of Law Associate (the Associate) will be based in the Sievierodonetsk Office and will be under the daily supervision of the Rule of Law and Community Security Specialist, operational supervision of the Community Security and Social Cohesion Coordinator and overall supervision of the Component Lead (Community Security and Social Cohesion Specialist). The Associate will provide technical and advisory support on rule of law and community security. He/she will be assisting and supporting the implementation of all rule of law and community security activities in Luhansk and Donetsk oblasts under the Recovery and Peacebuilding Programme.
The Rule of Law Associate will be responsible for:
Providing support to the implementation of the rule of law related Project activities in the justice, law enforcement and community security areas:
- Provide support in collection and issuing updates on activities in the rule of law and community security area (assisting in conduction of the research, processing statistical data, drafting conclusions and recommendations) including drafting changes in legislation and national or regional strategies or action plans;
- Participate in project planning, implementation, including drafting of relevant Project documents (memos, briefs, talking points, meeting debriefs, minutes), and other reporting requirements in the area of rule of law and community security;
- Support Civil Society and community groups to develop skills to actively engage in community policing and community security, including planning and implementing joint activities;
- Support national institutions to develop and implement action plans which strengthen access to justice and community security;
- Participate in implementation of the Project small-grants facility by assessing proposals, nurturing networks;
- Participate in development of the detailed project activity plans together with the Rule of Law and Community Security Specialist, Access to Justice Consultant and Community Mobilization Specialist and provide inputs to development of Project Annual Work Plans regarding community security initiatives;
- Assist in developing and maintaining close working relationships with local civil society and community groups to facilitate project implementation, as well as identify issues, risks, priorities, and opportunities that support effective project monitoring and implement small grant activities;
- Provide assistance in project monitoring data on a regular basis and issue updates on activities in the Rule of Law and Community Security area (conduct research, make analysis, process statistical data, draft conclusions and recommendations) including changes in legislation and national or regional strategies or action plans;
- Support of monitoring of the key interventions of the Project on security particularly for vulnerable groups such as IDPs (Internally Displaced Persons), children, the elderly, and survivors of sexual and gender-based violence (SGBV).
Building partnerships with Project stakeholders and partners:
- Support close coordination and cooperation with other UN agencies working in the sphere of Rule of Law (including UN RPP agencies — UN Women, UN FPA, FAO);
- Liaise with Project partners and facilitate communication on Project-related activities including organizing joint thematic learning and networking events on community security topics;
- Support, and participate in local coordination and engagement meetings with stakeholders on issues relating to rule of law and access to community security;
- Participate in monitoring and reporting on rule of law, community security issues locally, and identify emerging trends using project mapping and other available data;
- Participate in monitoring and reporting on the developments in rule of law and security and policing trends and activities by key stakeholders, including both state and non-state actors;
- Represent the Project at public events (including activities organized for/by grantees and partners).
Provide support to the project management and implementation:
- Assist in overseeing the work of beneficiaries of Small Grants Facility with input from project CMOs/CMAs, and ensure quality of outputs in keeping with grants applications;
- Prepare regular updates (written and verbal) on Project progress in meeting Rule of Law and Community Security targets, including challenges and lessons learned for supervisors;
- Provide inputs for analytical papers on reforms in area of policing and security, and decentralization and implementation at local level;
- Draft inputs for regular Project reports to the donor and M&E activities;
- Support the work of Community Mobilization Associates on rule of law and community security on the ground;
- Perform other duties as required.
Required Skills and Experience
- Bachelor’s degree or equivalent in law, international relations, political science or a related field;
- Minimum 3 years of relevant work experience including practical experience in the field of community security, law enforcement, rule of law or related area or other relevant fields;
- Experience in community-based development or related area and/or experience with civil society organizations would be a strong asset;
- Familiarity or previous experience with national law enforcement or justice institutions would be a strong asset;
- Previous experience with a multilateral or international technical assistance or development organization would be an asset;
- Fluency in Ukrainian and Russian, working level of English.
