Background

The USAID Agriculture and Rural Development Support (ARDS) Project supports broad-based, resilient economic growth through a more inclusive, competitive, and better governed agriculture sector that provides attractive livelihoods in rural areas. The program embraces approaches defined in the U.S. Global Food Security Act of 2016 that emphasizes market-led development for agricultural transformation to generate sustainable growth opportunities for small farmers, small and medium-sized enterprises, and poor rural households. ARDS works with stakeholders to implement a broad array of solutions for market system failures that span the enabling environment, including land markets, policies, governance, and rights, value chains core functions, where the focus is on the meat, dairy, fruit, and vegetable value chains, while integrating and aligning supporting functions and non-farm rural enterprises. The project works at the national and local levels, with a special focus on rural development in southern and eastern Ukraine.

ARDS is implemented by Chemonics International Inc.

Purpose of Assignment

The Procurement Specialist will provide a wide range of professional support to the ARDS project operational and technical activities through acting as the focal point for a wide range of purchases of goods and services.

The Procurement Specialist will work under direct supervision of, and report to, the Finance and Administrative Director (FAD). The post of assignment is the ARDS Kyiv office. The term of assignment, subject to review and satisfactory performance, is through the end of the Project (July 2020).

Responsibilities

  • Assist technical staff with drafting procurement contracts and other related documents;
  • Prepare and announce RFQs/RFPs, receiving proposals, and screening proposals and budgets for allowability and reasonability;
  • Form selection committees and serve as a nonvoting member to facilitate the evaluation of proposals;
  • Draft selection memos and sole-source justification and negotiation memos;
  • Ensure that solicitation procedures, as well as executed contracts, are fully compliant with USAID regulations and Chemonics’ policies and procedures;
  • Obtain proper signatures on contracts per field office signing authorities.
  • Coordinate overall logistics for project events, including, but not limited to, trainings, study tours, and meetings;
  • Coordinate project’s operational procurement and logistics, including, but not limited to, utilities, travel agency service, stationery, translation and editing, taxi, internet, business trip lodging for staff, courier delivery, seasonal cleaning, property and health insurance, trainings, study tours, and meetings by managing correspondence between logistics company and ARDS office and making other event arrangements as necessary;
  • Ensure that suppliers and contractors are fully compliant with contract terms and conditions in terms of reports and/or invoices, as well as with USAID regulations and Chemonics’ policies and procedures;
  • Check deliveries and invoices against purchase order for type, quantity, and condition.
  • Prepare purchase requests and orders, supplier agreements, and subcontracts for procurements and ensure compliance with USAID regulations and Chemonics’ policies and procedures.
  • Drafting memos regarding service providers’ and vendors’ performance;
  • Enter and update information on purchase orders into procurement database;
  • Assist with record management by filing, scanning, and maintaining documents;
  • Maintain and routinely update ARDS’ fixed price agreements database;
  • Perform other tasks as may be required.

Qualifications

  • Minimum three (3) years administrative experience, preferably on USAID or other donor-funded projects in a similar position in terms of the job tasks and responsibilities outlined above.
  • Record of success achieved in dynamic, demanding, and structured environments.
  • Graduate degree in law, business, finance, economics or related field.
  • English fluency, with excellent writing and presentation skills.
  • Word processing (Microsoft Word), spreadsheet (Microsoft Excel), e-mail (Microsoft Outlook).
  • Proven ability to work professionally, constructively and collaboratively as part of a team, meet deadlines, communicate effectively, and deal with diverse partners (including government officials, entrepreneurs and international donors) in a challenging environment.
  • Ability to manage daily activities and achieve expected results with or without direct oversight.

Previous experience in procurement for international donor-funded projects preferred.
