About the project:
In October 2019, Agriteam Canada launched a new five-year project in Ukraine: Support to Ukraine’s Reforms for Governance (SURGe).
SURGe’s Ultimate Outcome is to help the Government of Ukraine (GoU) to deliver governance and economic reforms that better respond to the needs of its citizens. To achieve this, the Project will strategically enhance and strengthen the GoU’s reform management functions, namely its capacity to undertake planning and analysis of reforms that consider citizen impact, and to implement these reforms.
Reform initiative and position summary:
The expert team will assist the Ukrainian Government with implementation of the National Strategy for the Reform of the Institutional Care and Upbringing of Children for 2017-2026.
The engaged experts will work closely with the Ministry of Social Policy, Ministry of Health, Ministry of Education and the Commissioner’s Office for Children’s Rights to provide consultations and assist with the development of the necessary regulations, systems as well as building up capacity within these institutions to plan, implement and communicate reform of the institutional care and upbringing of children considering the international standards and best practices.
The goal of the reform initiative is to shift Ukraine’s dependence on orphanages for its 105,000 orphans (95% of whom have parents) to provision of appropriate services to children and families to address their specific needs and ensure that each child is raised in a family or family-like environment.
For this reform, SURGe Project is looking for а Data Analyst Junior Expert who will provide expert support with regard to DI reform monitoring and evaluation.
The expert will be based in Kyiv and will be reporting to Team Lead of the DIRPO office.
Level of effort: Full time, Monday-Friday.
For contracting (after the job offer is made), the selected candidate should be able to get registered as a Private Entrepreneur of the 3d group (consultancy services).
Indicative duties and responsibilities (scope of work):
1. Support of implementation of the system for monitoring of DI reform.
2. Collect, process and analyze regional data to be reflected in the online platform for transformation of child care institutions.
3. Support ongoing operation of the online information platform (http://diplatform.org.ua/).
4. Prepare analytical materials, presentations and statistical data on the progress with the childcare deinstitutionalization reform in the regions.
Preferred qualifications and skills:
1. University degree in a relevant discipline, ideally governance, public policy or management.
2. Strong analytical and data gathering skills.
3. Strong fluency with Excel formulas and functions, preparing presentation materials.
4. Fluency in Ukrainian, English at least intermediate.
