Deloitte is seeking resumes for qualified candidates to serve as STTA Expert for DRG Trainings in support of the USAID Health Reform Support (multiple positions available).

Project Background and Summary

The purpose of the USAID Health Reform Support project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  • Improve health sector governance.
  • Support the transformation of the healthcare financing model.
  • Strengthen the health workforce.
  • Enhance transparency, accountability and responsiveness of the health care system.
  • Improve service delivery system at all levels.

Objective

The STTA Experts will develop DRG coding training materials and related distance learning course for specialized and highly specialized care providers to be able to code by new standards and rules.

Responsibilities

  1. Develop training materials for the DRG coding training course, including:
  • Develop curricula for the DRG coding training course (basic, specialty, specialized and highly specialized curricula)
  • Develop and implement unique DRG coding training content
  • Develop visual training materials (charts, diagrams, slides, etc.)
  • Prepare lecture outlines and articles
  • Prepare training manuals, guides, reference books (for health professionals)
  • Prepare ToR for the development of software (if the training material can be created with the help of a special interface and / or simulator, etc.)
  • Prepare tasks for baseline, modular and final testing; cases
  • Provide other information required to describe the training curricula
  • Other efforts to accomplish this task.
  1. Conduct DRG coding training for doctors, in the following format:
  • Contribute to video lectures required to complete the e-learning platform
  • Conduct webinars as part of the DRG training
  • Make presentations during seminars, trainings, conferences, forums
  • Other efforts to accomplish this task. 
  1. Provide expert support for the e-learning on DRG coding, including:
  • Provide answers to questions that physicians may have during the training
  • Provide consultations as part of the DRG training
  • Provide expert support for trainees
  • Other efforts to accomplish this task.

Requirements

The experts are expected to meet the following criteria:

  • University degree in one of the specialties: surgery, GP, obstetrics and gynecology
  • No less than 5 years of in-hospital experience in one of the following specialties: surgery, GP, obstetrics and gynecology
  • Participation in the Karol Consulting training titled “Coding of the Ukrainian Diagnosis-Related Groups” (will be a preference)
  • Confirmed experience of conducting DRG coding training events (will be a preference)
  • At the time of contracting, status of practicing hospital doctors (practical experience of DRG coding will be a preference)
