Deloitte is seeking resumes for qualified candidates to serve as Senior Legal Advisor in support of the USAID Health Reform Support project. The position is full-time and will be based in Kyiv, Ukraine.
Project Description
The purpose of the USAID Health Reform Support (HRS) project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability, and responsiveness of the health care system.
- Improve service delivery system at all levels.
Background/Objective
The Senior Legal Advisor will support all areas of the project with technical legal support for the MOH, NHS, and relevant counterparts. The Senior Legal Advisor will lead the team of HRS lawyers, including coordination of activities of short-term legal advisors.
Responsibilities
Duties and responsibilities will include, but will not be limited to:
- legal support on improvement health sector governance
- legal support on regulatory framework for health care providers
- legal support on new funding model in hospital sector
- legal support on strengthening the health workforce
- legal support on integrated health information system (e-Health) issues
- legal support on improvement the service delivery system at all levels
- legal support to Ministry of Health and Rada Nation’s Health Committee in developing new and amending existing legislation related to health care reform
- coordinate work of legal STTAs
- draft letters, replies, clarifications, etc.
- organize and conduct trainings to various HRS stakeholders on legal-related matters, and other ad hoc legal support as requested by the MOH and counterparts.
Qualification requirements
- Master’s degree in Law, diploma from international law schools is a plus
- At least five years of successful experience as a senior lawyer in an international organization, evidenced by references, experience with technical assistance projects is a plus
- Strong communication and negotiation skills, experience in developing and delivering trainings
- Experience in drafting and supporting laws and regulations
- Ability to work in a team and lead colleagues
- Excellent planning and time management skills
- Full command in Ukrainian and English
