PROJECT OVERVIEW
The purpose of the proposed State Owned Enterprises (SOE) Reform Activity is to reform Ukraine’s SOEs. This proposed activity will strengthen SOE business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth.
The project will focus on the following implementation areas: (i) data collection, analysis, and communication; (ii) policy, legal, and regulatory environment reform; (iii) corporate governance, management, and oversight; and (iv) appropriate support for asset divestiture.

Minimum requirements for each position include: A Bachelor’s degree in a relevant field; at least 5 years’ specific experience in support of international donor-funded development projects in Ukraine; excellent verbal and written English and Ukrainian proficiency.
- Chief of Party - Qualified candidates will have a mix of experience that illustrates technical expertise, knowledge of Ukraine and the regional context, and experience managing development programs of similar size and scope in comparable contexts. Preferred technical experience includes corporate governance reform; privatization of SOEs in Ukraine and/or the region; legal and regulatory expertise around restructuring, privatization, and insolvency; bank turnaround management; and knowledge of structures that support strategic SOEs, including national wealth funds. Masters’ degree required at a minimum.
