Context:
Under the general supervision of the Chief of Mission and the direct supervision of the Senior Resources Management Officer, the National Procurement and Logistics Officer will be responsible for the management of the procurement team and the effective delivery of the procurement, contracting and assets management services to the IOM Mission in Ukraine and will provide general observation and supervision for the performing of the same services in the European Union Border Assistance Mission to Moldova and Ukraine (EUBAM). S/he manages the procurement, assets management and contracting activities and provides solutions to a wide spectrum of operational issues related to his/her area of work.
Core Functions / Responsibilities:
- Manage all IOM Mission procurement and logistics activities implemented by IOM and ensure the success of the overall procurement activities, including efficient utilization of resources in accordance with the IOM’s requirements and procedures.
- Prepare and implement a comprehensive procurement plan taking into account strict adherence to deadlines, priorities, and availability of financial resources, operational feasibility, procurement modalities, and alternative scenarios.
- Establish and maintain procurement and logistics systems and processes, which ensure effective programme delivery.
- Set up systems and administer all assets, to supervise the performance of inventory control and assets management in the IOM Mission and EUBAM.
- Source and deliver quality goods and services, vendors’ database, prequalification of suppliers, standardization of equipment, simplification and grouping of procurement processes.
- Manage local and international procurement and contracting activities, including solicitation processes, evaluation, selection and contract issuance.
- Develop and update on a regular basis a roster of suppliers for IOM and EUBAM. Ensure that suppliers are selected on the basis of an open and transparent competition.
- Manage procurement contracts and perform the relevant PRISM functionalities.
- Assist and train the IOM Mission and EUBAM personnel on procurement and logistics issues in accordance with the Organization’s policies and procedures, as necessary.
- Supervise all other logistic services, including maintenance of buildings, maintenance of the fleet of the IOM Mission and EUBAM vehicles and other common support services.
- Elaborate an internal control system in accordance with the IOM’s policies and procedures, report any identified weaknesses, and suggest remedial action(s).
- Prepare reports on the status of the overall programme procurement and contracting and asset management processes.
- Represent the IOM Mission procurement cell when interacting with the Field Procurement Unit, other IOM Missions/Departments and partners.
- Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
- Bachelors university degree from an accredited academic institution preferably in Business Administration, Management, Logistics, Procurement with 2 years of professional work experience.
OR
- Masters university degree from an accredited academic institution preferably in Business Administration, Management, Logistics, Procurement.
Experience
- Proven reporting and writing skills, excellent level of computer literacy
- Management and administration experience
- Good knowledge of SAP/PRISM an advantage
- Strong interpersonal and communication skills
- Attention to detail and ability to organize
Languages
Fluency in English, Ukrainian and Russian is required.
