About the SURGe Project:
In October 2019, Agriteam Canada launched a new five-year project in Ukraine: Support to Ukraine’s Reforms for Governance (SURGe).
SURGe’s Ultimate Outcome is to help the Government of Ukraine (GoU) to deliver governance and economic reforms that better respond to the needs of its citizens. To achieve this, the Project will strategically enhance and strengthen the GoU’s reform management functions, namely its capacity to undertake planning and analysis of reforms that consider citizen impact and to implement these reforms.
Reform Initiative and Position Summary:
The Government of Ukraine (GoU) launched the reform of social services system based on the “money follows the person” principle, introducing new standards of social services and delivery mechanisms. The Government increased the role of communities and created a framework for the social services providers market, including NGOs and nonprofit organisations and private sector. The new Law “On social services”, developed by GoU and adopted in 2019, will come into force on January 1, 2020. It sets the new framework and multiple norms that will promote the development of the social services system in Ukraine. Technical assistance was requested to support the development and implementation of this new system.
Under the SURGe Project, a team of experts will be deployed to the Government of Ukraine to implement the following tasks:
I. Detailed needs assessment
II. Based on the needs assessment, in cooperation with the Ministry of Social Policy and other stakeholders: development of the Social Services Reform Concept.
III. Support to the Ministry of Social Policy of Ukraine in development of secondary legislation, the new financing models for social services, social services standards and its delivery, monitoring tools (scope to be confirmed after the needs assessment).
IV. Increase capacity of local authorities to conduct community needs assessment for social services, need-based budget planning for social services, and to efficiency respond to citizens’ requests for social services (scope to be confirmed after the needs assessment)..
V. Provide recommendations on further development of social services providers market.
For this reform initiative, the SURGe Project is looking for a Senior Expert who will work with the team to implement the workstreams outlined above.
The expert will be based in Kyiv.
Level of Effort: Full time.
The duration of the contract is till June 2020 with a possibility of extension (subject to additional approvals and results achieved during the previous contract).
For contracting (after the job offer is made), the selected candidate should be able to get registered as a Private Entrepreneur of the 3rd group (consultancy services).
Indicative Duties and Responsibilities (scope of work, to be confirmed after the needs assessment):
1. Together with other experts in the team: define a work plan (general scope of work outlined in the Reform Initiative and Position Summary section);
2. Ensure delivery of the results as per the agreed scope of work;
3. Conduct needs assessment of the initiative (vulnerable groups, social services, communities, legal framework);
4. Based on the results of the needs assessment:
• Develop recommendations, tools, methodologies and procedures to update and further develop social services standards and delivery mechanisms, requirements for social services provision;
• Design social services delivery process according to the needs of vulnerable groups;
• Develop recommendations for creation of financial mechanism for social services;
• Design and deliver pilot projects in the regions.
Preferred Qualifications and Skills:
1. Highly experienced project manager with a strong understanding of social services area, and excellent knowledge of project management principles. Experience in implementing project management practices;
2. Impeccable ethical standards;
3. 5+ years of professional experience at managerial positions in the social care, healthcare, public services or related areas or business with a focus on consultancy related to social sector;
4. Preferred: 3+ years of professional experience in providing management consulting to public agencies, international organization etc. in reforms spheres;
5. Strong people management skills;
6. Skills in operational process analysis and optimization;
7. Fluent English and Ukrainian.
