USAID Economic Resilience Activity (ERA), implemented by DAI GLOBAL LLC, empowers business development in eastern Ukraine. The project works in particular with small and medium enterprises (SMEs) in manufacturing and engineering sectors to promote innovations and expand to new markets across Ukraine, the European Union, and other destinations.
To strengthen our team, we are looking for a highly qualified Procurement Officer for Sievierodonetsk. The Procurement Officer is a key member of the Procurement Team. He/She will play a pivotal role in ensuring integrity, fairness, and openness in procurement processes as well as adherence to policies, procedures, and controls.
About the job
The main responsibility for this position is to oversee and conduct the procurement of goods and services. The position requires relevant work experience in the field of procurement and contracting across a variety of industry sectors, contract management, dispute resolution, managing interpersonal relationships and communication, and investigating/following up on vendor issues.
The position requires knowledge of the Federal Acquisition Regulations (FAR). The Procurement Officer will be responsible for overseeing and ensuring that complete procurement-related backup documentation is provided prior to submission to Finance Team.
He/She will oversee solicitations and price/cost/reasonability analyses and perform any other related duties as assigned
Your main duties and responsibilities will be:
- Monitor and track procurement activities and delivery status of goods/services
- Ensure complete backup documentation for procurement purchases is submitted to Procurement Director or Finance Team
- Perform regular spot audits of procurement files to ensure completeness, accuracy, and compliance
- Assist and collaborate in external or internal audits as necessary
- Ensure integrity, fairness, accuracy, and openness in procurement processes
- Ensure DAI/USAID and FAR policies, and procedures are followed and enforced
- Enforce use of DAI’s operations & procurement system (TAMIS), etc
- Maintain electronic procurement records & files in various DAI’s system platforms
- Prepare cost evaluation data, and source selection documentation
- Through market research efforts, identify and qualify potential suppliers (and products/services). Ensure that beneficial, ethical and open supplier relationships are created and maintained according to procurement policies
- Maintain procurement file system in DAI’s system
About you
To be successful in this role we expect you to have at least 2 years of experience providing operational or technical assistance to development programming in Ukraine or similar country context; must be willing to work out of project office located in Severodonetsk, Luhansk oblast
Moreover, we also expect the following:
Required
- Bachelor’s degree in Economics, Logistics, or another related field.
- Demonstrated experience of work in international organizations, preferably a USAID-funded project; knowledge of FAR is a plus.
- Experience working in Eastern Ukraine preferred.
- Excellent oral and written communication skills in both English and Ukrainian;
- Good interpersonal skills, and an ability to succeed in a multi-cultural environment.

WE OFFER
Contract length: 12-months employment agreement with a possibility of extension until August 2023.
Salary Level: We offer a competitive market-based salary level for candidates with relevant experience.
Duty station: Sievierodonetsk
