Context:
Under the direct supervision of the National Senior Finance Officer and overall supervision of the Chief of Mission (COM), the Finance Assistant will be responsible for providing necessary support in matters of financial nature of the IOM Mission in Ukraine.
Core Functions / Responsibilities:
- Assist in verifying NGOs’ and Implementing Partners’ Financial Reports. Verify the eligibility of expenditures and total compliance with IOM and Donors’ requirements. Provide the necessary feedback and/or comments to the responsible program staff.
- Assist in providing regular financial trainings to NGOs and Implementing Partners.
- Update NGO reporting requirements to comply with Ukrainian legislation, IOM Rules and Regulations and Donor’s requirements.
- Perform TYA (Treasure Payments Approver) in PRISM: prepare and review treasure payments runs and proposals.
- Assist the National Senior Finance Officer in facilitation of financial audits of the IOM Ukraine projects and other missions’ components in accordance with the donors’ agreements, including review on compliance with IOM regulations and the Donors’ requirements.
- Bring to the attention of the National Senior Finance Officer and/or related program staff any relevant financial and reporting issues.
- Perform such other relevant duties as may be assigned.
Required Qualifications and Experience
Education
- High school diploma or equivalent with at least four years of relevant work experience
OR
- Bachelor’s Degree in Finance, Accounting, Business Administration or related field with at least two years of responsible work experience.
Experience
- Experience in Finance and/or Accounting;
- Knowledge of Ukrainian accounting standards and local tax legislation;
- Familiarity with budgeting and financial procedures;
- Sound and proven understanding of IOM Financial rules and regulations;
- Knowledge of SAP Finance Module is an advantage.
Languages
Fluency in English, Ukrainian and Russian is required.
