Project Summary
The Energy Security Project (ESP) is a five-year project funded by the United States Agency for International Development (USAID),[1] implemented by Tetra Tech, a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.[2]
The ESP mission is to enhance Ukraine’s energy security, to improve the energy legal and regulatory environment in the country, and to increase the resilience of Ukraine’s energy supply. This will help to support country’s economic development and sustain its democracy. ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians.
Position Summary:
Tetra Tech ES, Inc. is currently looking for a Monitoring, Evaluation & Learning Manager to join ESP. The individual will lead and manage all monitoring, evaluation, and learning activities and reporting under ESP and will be responsible for the overall quality of the project’s Monitoring & Evaluation systems and reporting. This position will report to the ESP Communications and Outreach Director. This is a full-time position, based in Kyiv, Ukraine.
Main Responsibilities:
- Develop and implement the project’s MEL system ensuring accurate and timely documentation and reporting of project results. This includes organizing and maintaining effective and consistent data flow, system management, initial quality control, and production of initial basic analyses (trends, graphs, anomalous results, etc.);
- Prepare quarterly, annual and final MEL reports, including analyses of measurable accomplishments against activities conducted and program objectives;
- Ensure that MEL reports are produced on time and in a technically valid, high-quality manner;
- Provide training to project staff on the MEL, the performance indicators, and how to collect the needed data. Ensure that the project’s technical staff collect the required data for all performance indicators;
- Conduct data verification exercises including data review and interviews.
- Manage the repository of tools, guidelines and reference documents for MEL work and other materials.
- Conduct the production of requested analyses of the data responding to requests from Tetra Tech and USAID Mission in Ukraine.
Qualifications:
- Master’s degree or equivalent in business, energy, finance or related field, or bachelor’s degree or equivalent in business, energy, finance or related field with 7+ years of relevant experience;
- 5+ years of proven experience in monitoring and evaluation or related field;
- 2+ year working in USAID or other donor-funded projects;
- Proven analytical and objective reasoning skills to draw conclusions;
- Advanced user of MS Office Package;
- Quick learner who can work independently under minimal supervision and work closely with other staff members and partners to meet reporting requirements and compile necessary information gathered from a variety of sources in a timely fashion;
- Ability to meet deadlines and manage multiple high priority tasks simultaneously.
- Fluency in Ukrainian or Russian required;
- Proficiency in English required.
- Strong English writing skills.
