NRC is looking for Community Engagement Coordinator in our office in Severodonetsk.
The Community Engagement Coordinator is responsible for managing community engagement activities in designated areas. This includes the day to day management of the community engagement team, planning, coordination and implementation of NRC programs and services with high involvement of local capacities. He/she will be the primary responsible focal person in organizing and mobilizing partners, stakeholders’ and institutions in a specific area.
Job description:
- Adherence to NRC policies, guidance and procedures;
- Ensure community engagement takes priority in all core competencies related programming, from assessment through completion of works;
- Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist;
- Contribute to specific protection risks and needs analyses;
- Lead in coordination with local authorities, community groups and all stakeholders and institutions; to ensure full support and transparency within the communities in which we work;
- In new areas of operation, contribute towards the NRC Ukraine strategy;
- Promote a community, beneficiary, tenant or owner driven approach to programming in all activities, look for ways to innovate using cash based programming wherever possible;
- Promote and share ideas for improvement and necessary changes in the activities;
- Provide training to relevant stakeholders;
- Contribute to design of protection response to identified risks and needs
- Ensure proper filing and scanning of all documents, according NRC policies and procedures
- Manage project budget, as delegated to him/her;
- Manage the CE team, set clear indicators for achievement and introduce a follow up mechanism in capacity building and development of the staff;
- Establish and maintain excellent working relationships with a wide range of different interlocutors (Clusters, NGOs, authorities, civil representatives) ensuring proper and timely communication;
- Identify and assess community groups’ needs in the field, linked to the local authorities’ or communities’ own capacities, in order to draw up and determine NRC’s humanitarian specific type of assistance to be implemented;
- Support the line manager in drafting reports of any kind and contributing to proposals writing with development of work plan, budget, list of activities;
- Liaise with local government/community to advocate for community involvement in all relevant activities and/or to obtain permissions required for project implementation;
- Represent NRC in meetings with local authorities and community groups, showing a thorough understanding of the NRC Ukraine Country Strategy;
- Act as focal point for the communication with the Call Centre, and take lead at delegating an appropriate response in CE related issues;
- Act as focal point with M&E to ensure proper feedback mechanisms are in place, the communities, authorities and stakeholders all have a thorough understanding of the procedures, and work with the management to raise areas where this programme can “learn on the go”; Ensure a coordinated, integrated approach supporting all CC’s as requests are made.
Qualifications:
- Experience in coordination of social worker’s team and/or distribution of emergency humanitarian assistance
- Good working knowledge of the mandates and modalities of the international humanitarian sector including understanding of the UN cluster system
- Experience in protection work under above mentioned core competencies
- Excellent interpersonal and networking skills and the ability to liaise authoritatively with figures from the humanitarian community, local media, local government, and other relevant actors, when required
- Excellent communication and reporting skills, both written and oral
- Willingness to work in demanding, stressful situations under difficult living conditions with respect for basic security rules
- Advanced spoken and written English
- Knowledge of the context in Ukraine mandatory
- Experience with start-up of humanitarian or related programmes is an asset
- Solid understanding and experience of crisis contexts and working in challenging environments
- Fluency in spoken Russian or Ukrainian.

Contract period: till the end of the year with the possibility of extension
Salary/benefits: According to NRC country policy, medical insurance, training opportunities, 7,5 h. working day
