Operations and Finance Director для USAID Furthering Health System Reforms in Ukraine

Position Background:

Chemonics seeks an operations and finance director for the anticipated USAID-funded Furthering Health System Reforms in Ukraine (FHSR) activity. The primary purpose of this project is to support the ongoing efforts of the Government of Ukraine and its civil society partners to achieve a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. We are looking for individuals who have a passion for helping people lead healthy lives around the world.

Responsibilities include:

  • Oversee operations for all project activities and offices, including procurement, grants, construction, logistics, human resources, accounting and finance, and records;
  • Manage the contract budget and prepare financial reports for submission to USAID;
  • Ensure that expended funds comply with U.S. government regulations and policies;
  • Enact fraud mitigation practices and ensure that the systems and processes are in place to effectively support award implementation;
  • Identify gaps in operational procedures and bottlenecks that hinder program implementation in the field and outcome achievement, and recommend solutions;
  • Ensure the completion of all technical and financial reporting for program donors in a timely and accurate manner;
  • Provide the chief of party with effective and ongoing reporting on all matters relevant to the efficient management of finances and operations;

Qualifications:

  • Bachelor’s degree in business administration, economics or other relevant field preferred. Master’s degree a plus; 
  • At least five years of experience in financial management for large complex projects, of which at least five years related to work on donor-funded programs in Ukraine, Central, and Eastern Europe, or the former Soviet Union;
  • In-depth knowledge of the operating environment and employment regulations in Ukraine; 
  • Demonstrated ability to work productively within a team; 
  • Demonstrated skills in organizing, tracking, and monitoring resources and establishing priorities;
  • Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment; 
  • Excellent knowledge of written and spoken English including oral presentation skills;
  • Fluency in Ukrainian and/or Russian is required.
