Parliamentary Program Officer до NDI Ukraine

The National Democratic Institute for International Affairs (NDI) is a non-profit organization working to strengthen democracy worldwide. NDI programs in Ukraine are supported by the U.S. Agency for International Development (USAID), Sweden, Canada, the National Endowment for Democracy (NED) and the UK Good Governance Fund.

NDI-Ukraine is currently seeking to fill the position of a Program Officer for the Parliamentary Program.

About the Parliamentary Program: With the support of U.S. Agency for International Development (USAID) and in close partnership with the European Parliament, NDI is working with the Verkhovna Rada of Ukraine to strengthen and promote cross-party cooperation, consensus building, coalition building and capacity of parliamentary factions, individual MPs and parliamentary staff.

Job Title:  Parliamentary Program Officer, NDI Ukraine

Task and Responsibilities:

  • Contribute to management and implementation of NDI’s parliamentary program activities in Ukraine
  • Take an active role in program design and development of strategic and operational planning
  • Take a leading role in organization of all program-related events: conferences, trainings, workshops, study visits and consultations
  • Cultivate and maintain excellent working relationships and communication with program partners and stakeholders in Ukraine and beyond
  • Draft periodic political updates for NDI in Ukraine and NDI’s Headquarters in DC
  • Contribute to program narrative and financial reporting including coordination
  • Contribute to monitoring and evaluation of all program activities, contribute to planning of the program budget
  • Undertake other duties as assigned by the supervisor

Qualifications and Requirements:

  • Bachelor’s/Master’s Degree in Political Science, Sociology, Law, International Relations or a related field
  • A minimum of three-year experience in a field of democracy strengthening or in an international organization
  • Solid understanding of the work of the Ukrainian Parliament
  • Keen interest in and good understanding of political and civic landscape, government reforms, election processes
  • Experience in all aspects of program cycle, including design, coordination, operations, monitoring and evaluation
  • Excellent writing skills, experience in writing internal and public reports and media briefs, analysis of the Ukrainian political landscape
  • Strong interpersonal, communication and networking skills, and a demonstrated ability to build and maintain professional relationships with a wide range of stakeholders
  • Working knowledge of Google Apps (Gmail, Calendar, Google Drive, G+, etc.)
  • Ability to work in an organized manner, meet deadlines and work both individually and in a team
  • Management and leadership skills in order to lead, inspire and motivate colleagues
  • Availability to travel within Ukraine and abroad
  • Fluency in Ukrainian and English is required
