USAID Transformation Communications Activity 

Job Title: Research and Analytics Director 

Estimated Period of Performance/Level of Effort: Long-Term 

Background:

The USAID Ukraine Transformation Communications Activity (TCA) is a five-year Activity whose purpose is to partner with the Government of Ukraine (GOU), private sector, and civil society to increase the resilience of Ukraine’s democracy through innovative communications initiatives that engage Ukrainians in a conversation about the country’s democratic transformation and European integration. The objectives of the Activity are to equip USAID and its partners to conduct data-driven communications; increase the quality and quantity of strategic communications on reform dividends; and broaden the use of social impact content by Ukraine’s civic leaders and creative sector.

Job Summary:

The Research and Analytics Director will lead TCA’s Objective 1 research and analysis, media monitoring and resource oversight. The Director will oversee TCA’s approach to Collaboration, Learning, and Adaption (CLA) and Monitoring, Learning, and Evaluation (MEL) and establish research and learning agendas with USAID and partners. 

Principle Duties and Responsibilities:

  • Support the COP in reviewing donor-supported social media monitoring, surveys, and other instruments noting potential data and analysis gaps.
  • Consolidate the rapid assessment data and work with USAID to define objectives that guide communications efforts and develop the communications framework.
  • Develop a cohesive research agenda and inform content development.
  • Leads overall research design and strategic communications; develops and oversees design and implementation of different research methodologies; and is responsible for creating an overarching knowledge management platform to ensure that evidence and learning is incorporated into every stage of the program activity cycle.   
  • Support the COP and DCOP in developing, delivering, and leading workshops to review TCA’s USAID-established theory of change with USAID, partners, and other stakeholders.
  • Oversee and advise on the design, collection, and analysis of the Monitoring and Evaluation (MEL) data.
  • Supports development of field research instruments, tools, and methodologies; and is responsible for communicating, managing, and overseeing overall research strategy.
  • Lead the team’s response to requests for collaboration, data collection, and reporting requirements in liaison with relevant stakeholders.
  • Develop and hold biannual strategic review workshops targeted at internal learning and adaptation.
  • Responsible for overseeing data privacy considerations; ensures proper data privacy protocols are instituted, followed, and exercised over the life of the project.
  • Oversee the interpretation of performance results and research findings to adjust them for different audiences and provide necessary inputs to the project’s communications tools.
  • Maintain a strong and positive working relationship with clients and partners, such as USAID, local government counterparts, CSOs, academic centers etc.
  • Lead internal “deep dive” sessions and external “pause and reflect” sessions with relevant stakeholders.
  • Support the achievement of overall project goals as required to ensure project performance.
  • Supervise the Research and Analytics and MEL teams.
  • Perform other duties as required or assigned.

Qualifications:

  • University degree in sociology, mathematics, data analysis, economics, communications or related field required. Master’s degree preferred.
  • Minimum five (5) years of experience in a similar position in terms of the job tasks and responsibilities with at least two (2) years of research and analytics experience.
  • Experience working with USAID or other donor-funded programs preferred.
  • Demonstrated professional excellence and strong analytical skills. 
  • Ukrainian, Russian, and English fluency, with excellent presentation skills and strong ability to communicate clearly and concisely in writing in all languages. 
  • Demonstrated analytical ability and understanding of local and regional political context, with the ability to think creatively in conceptualizing M&E systems to capture key lessons learned from complex and/or sensitive activities.  Ability to analyze and report on program performance and impact from the perspective of donors, program planners, and partners.
  • Excellent interpersonal skills in the context of interacting with international and Ukrainian officials, civil society organizations, staff members and Government of Ukraine agency representatives.
  • Willingness to learn usage of modern tools on data analysis and visualization.
