The USAID Competitive Economy Program (CEP), implemented by Chemonics International, is announcing the Annual Program Statement (APS) No. 003 “Co-Creation Partnership Activities”

Under this APS and through a CEP-driven ‘Co-Creation’ process, CEP is awarding grants to local and international private enterprises, not-for-profit and for-profit NGOs, business/trade associations, academic institutions, and think tanks to support the competitiveness and entry of Ukrainian firms in international markets, encourage growth in small and medium sized enterprises (SMEs) and startup businesses, increase domestic market competition, and increase foreign and domestic investment in Ukrainian firms. All funding rounds will begin with invitation to a co-creation workshop. Invitees may be selected and targeted directly by CEP or identified by response to a call for expressions of interest (EOI) solicited by the CEP Grants team. Each co-creation workshop will result in a concept paper that will be prepared by the Co-creation Workshop’s lead facilitator or technical specialist (to be determined by the CEP Team).
Objective
The objective of a co-creation partnership grant is to enable CEP and partner organizations (often multiple parties) to co-create and implement a project or activity based on mutually agreed objectives that will substantially increase competitiveness in Ukraine.
Under the APS, CEP will issue grants to both non-profit and for-profit entities, businesses or professional associations for activities that clearly support CEP activity objectives, promote innovative ideas, and promote collaboration in the following areas:
- increasing investment in Ukrainian SMEs and startup business;
- increasing sales for Ukrainian firms in foreign or domestic markets;
- facilitating and incubating entrepreneurs and new business entities in Ukraine;
- creating permanent jobs in targeted sectors supported by the activity;
- and/or increasing access to finance opportunities for Ukrainian firms.

The APS may also be used as an instrument to catalyze public-private partnerships (PPPs) that enhance foreign and domestic investment and contribute to improving transparency.
The grants will be awarded and implemented in accordance with USAID and US Government regulations governing grants under contracts and CEP’s internal grant management policies.
