The need for energy efficiency improvements across the Ukrainian economy is significant. Ukraine’s economy is far more energy intensive as many neighbouring countries, including Poland, Slovakia, and the Czech Republic. One of the many sectors, which need to become more energy efficient, is the housing and communal sector. This sector, directly impacting on the quality of Ukrainians living conditions, is four times less energy efficient than in the average Western European country and consumes almost 45 percent of the country’s energy. Inefficient central heating systems lead to significant gas wastage. 70% of the housing stock, consisting of apartments, situated in multi-apartment buildings, housing approximately 34 million people, is highly energy inefficient.

Duties and Responsibilities
The main objective of this assignment is to support the Project’s team in planning, preparing and conducting various capacity development activities for HOAs, Initiative Groups and associations of HOAs. Specifically, the Contractor will perform the following tasks:
- Provide advisory support to planning, preparation and organization of on-line events (forums, webinars, etc.), including active participation during the events;
- Provide advisory support on legal aspects of HOAs establishment and functioning;
- Provide advisory support on the topics related to creation and functioning of the association of HOAs;
- Provide advisory support to the organization of the national competition on HOAs’ best practices;
- Review and provide inputs to the articles on HOAs-related topics.

Required Skills and Experience
Education:
- At least Master’s/Specialist degree in finance, accounting, social and political science, regional development, humanities, law, economics, public administration or related fields.
Experience:
- At least 3 years of professional experience in development and conducting trainings for HOAs as well development of training materials for the housing sector (training materials to be submitted);
- At least 3 years of professional experience in the field of development of the housing sector in Ukraine with specific focus on support to the creation and building capacities of HOAs.
Languages:
- Fluent in Ukrainian (oral and written); knowledge of English will be an asset.
