Dear Applicant:
The USAID Competitive Economy Program (CEP), implemented by Chemonics International, is seeking applications for development and presentation of the Municipal Competitiveness Index Program (MCIP) – a ‘ready-to-go’ tool as a practical continuation of the MCI 2019/2020 report based on its findings. This tool shall assist the municipalities that applied for CEP’s expert support to improve the business climate in the MCI components determined as priority.
It is expected that the applicant shall obtain sufficient expertise and experience in the fields of municipal economic development, local economic policymaking, re-engineering of the administrative (public) services provision (including their digital transformation), municipal officials capacity building enabling them to implement the best practices of public administration and transparency principles, as well as the communication and advocacy skills.
The MCIP. This activity envisages cooperation with such stakeholders as the mayors of Ukrainian cities where the survey was conducted; municipal authorities; the Ministry for Economic Development, Trade, and Agriculture of Ukraine (MEDTA); the Ministry of Digital Transformation of Ukraine (MDT); the Ministry of Development of Communities and Territories of Ukraine (MDCT); business support organizations (BSOs); and potentially others.
The successful grantee application activity will be awarded and implemented in accordance with USAID and U.S. Government regulations governing Grants Under Contract, as well as Chemonics’ and CEP’s internal grant management policies and procedures.

The application process will consist of a single stage. Applicants shall submit an Application (Annex A) and Detailed Grant Budget (Annex B) using the templates provided. Application materials will be reviewed by a selection committee.
CEP and Chemonics employees may not ask for, and applicants are prohibited from offering, any money, fee, commission, credit, gift, gratuity, a thing of value, or compensation to obtain or reward improper favorable treatment regarding this solicitation. Any improper request from a project employee should be reported to the chief of party or [email protected].
