Deloitte is seeking a short-term Consultant in Health Data Quality and Epidemiological Forecast in support of the USAID/ Ukaid Health Reform Support (HRS).
Period of Performance: December 2020 – August 2021
Project Background and Summary:
The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
Objective
The Consultant will provide technical expertise in data quality and epidemiological forecast to the MOH in building a national framework on health care preparedness for emergency response (including COVID-19 response).
Tasks:
- conduct health data analysis for further epidemic trends’ forecasting
- track the outbreaks of communicable diseases and predict the epidemiological situation
- build the mathematical forecasting models
- provide recommendations on key indicators and targets for different epidemiological scenarios
- propose the solutions for data quality improvements, algorithms for collecting and sharing data at different levels
- develop data visualization and presentation based on analyzed data as requested
- conduct analysis of official statistics related to the public health service and other key health-related indicators
- draft abstract/summary of initial desk review, including the data analysis of key public health indicators
- respond proactively to requests by USAID Health Reform Support
- provide other services upon common agreement
Qualification requirements:
- Master’s Degree in Mathematics/Statistics/Epidemiology/Health Administration or other related areas
- No less than 5 years of experience in data analytics and mathematical modeling
- Experience in building epidemiological projections and analysis of causal factors that influence the epidemiological curve
- Experience in data quality verification and improvement
- Experience in deriving insights from data and organizing the obtained insights into clear data-driven recommendations for policy makers
- Experience of work with local health care providers, national and regional health care authorities
- Experience in the development of guidelines, strategies for health
- Excellent presentation skills
- Excellent organizational skills
- Good writing and communication skills in English and Ukrainian
