Kонсультант з питань епідеміології та імунопрофілактики/ Consultant in Epidemiology and Immunoprophylaxis

Deloitte is seeking a short-term Consultant in Epidemiology and Immunoprophylaxis in support of the USAID/ Ukaid Health Reform Support (HRS).

Period of Performance: December 2020 – August 2021

Project Background and Summary:

The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Objective

The Consultant will provide technical expertise in epidemiology and immunoprophylaxis to the MOH in building a national framework on health care preparedness for emergency response (including COVID-19 response).

Tasks:

• conduct analysis of international evidence and leading approaches to emergency response
• conduct a comprehensive analysis of international best practices for communicable diseases prevention and vaccination
• identify the priority areas, targets, responsible counterparts and resources required for the implementation of the emergency response plan
• prepare presentations, database documents, reports, and other documents as required
• collaborate with technical, analytical, legal, and operational experts to build a national framework on health care preparedness for emergency response
• contribute to discussions, meetings, and consultations with international counterparts
• develop technical documents (guidelines, analytical notes, training materials, etc.) related to the implementation of the national framework on health care preparedness for emergency response
• respond to requests by USAID Health Reform Support
• provide other services upon common agreement 

Qualification requirements:

• Master’s Degree in Health Care/Statistics/Epidemiology/Public Health or other related areas
• Understanding of Ukraine’s health system and reform concept
• Knowledge of international best practices in public health and health systems
• No less than 5 years of experience in Ukraine’s health system or in the international technical assistance projects in health sector
• Experience of work with local health care providers, national and regional health care authorities
• Experience in the development of guidelines, strategies for health
• Excellent organizational skills
• Good writing and communication skills in English, Ukrainian.
