IFES is seeking applications to fill in the position of Strategic Planning Consultant/Trainer. Strategic Planning Consultant/Trainer will be responsible for supporting the implementation of CEC Operational Planning.
IFES is a non-profit, non-partisan international organization. As the global leader in democracy promotion, IFES advances good governance and democratic rights by providing technical assistance to election officials; empowering the underrepresented to participate in the political process; and applying field-based research to improve the electoral cycle. Since 1987, IFES has worked in over 135 countries, from developing democracies to mature democracies.
Since 1994, IFES has played a significant role in promoting electoral, administrative and legal reform in Ukraine. In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials and ensure more equal representation in the electoral process for disadvantaged populations, especially women, representatives of national minorities and persons with disabilities.
MAJOR DUTIES AND RESPONSIBILITIES:
- Facilitating Operational Planning Process within the CEC, overseeing implementation of the CEC Strategic Plan adopted in 2020;
- Participating in/facilitate meetings of the Operational Planning Committee and other WG will be established with(in) the CEC on an ongoing basis;
- Developing training modules, training materials, manuals on electoral and strategic planning topics designated by IFES (training materials, tools for trainings, webinars, including BRIDGE workshops);
- Providing ongoing electoral training to the CEC members and staff, election officials of all levels using adult-based teaching methodologies;
- Conducting TOTs and training events when requested by IFES;
- Conducting research on public strategic and operational planning to introduce best practices to the CEC planning and implementing practices;
- Travel on behalf of IFES when requested.
- Other duties as assigned.
SKILLS AND SPECIFICATIONS:
- Attention to detail and a high level of self-organization of the working;
- Proven ability to prioritize and work on several tasks simultaneously in a short time and without constant monitoring;
- Deep understanding of the Ukraine’s electoral and political landscape;
- Strong interpersonal/communication skills and ability to establish and maintain effective working relations with election officials;
- Willingness to adhere to principles of confidentiality.
EDUCATION AND QUALIFICATIONS
- At least Bachelor Degree (Master Degree preffered) in the field of law, political science or public administration;
- Previous experience in facilitating strategic planning and operational planning for state institutions (required);
- Previous experience in development of educational and analytical materials on electoral topics (required);
- Previous experience working with technical assistance projects/international organizations (required);
- Previous experience as a trainer of trainers during election campaigns or other training initiatives on electoral matters (required);
- Deep knowledge of electoral legal framework (required);
- Trainer’s certificates (preferred);
LANGUAGE SKILLS: Fluency in English, Ukrainian, and Russian languages required.
