Chemonics International, a global consulting and international development firm, seeks a Investment Promotion and Access to Finance Team Lead, full-time position, for the USAID-funded Competitive Economy Program (СEP). This five-year program is aimed to encourage startup businesses and small and medium sized enterprises (SMEs), increase domestic market competition, and support the competitiveness of Ukrainian firms in international markets. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

The Investment Promotion and Access to Finance Team Lead (IPAF Team Lead) will oversee implementation of program strategies related to encouraging investment, export financing, and access to finance mechanisms, which will include close coordination with CEP technical specialists focused on other program components, with the deputy chief of party and chief of party, and with the communications, monitoring evaluation and learning (MEL), grants and subcontracts, and finance and administration units. The Investment Promotion and Access to Finance Team Lead will also ensure efficient cooperation with, namely the President’s Office, the Ministry of Economic Development Trade and Agriculture of Ukraine, the Ministry of Finance of Ukraine, UkraineInvest, the Secretariat of the National Investment Council (an advisory body to the President of Ukraine) and other public and private stakeholders in investment promotion and assess to finance.

The IPAF Team Lead’ responsibilities include, but are not limited to, the following:

  • Taking all steps necessary to ensure that tasks related to the achievement of Investment Promotion and Access to Finance results as articulated in annual work plans are implemented in a timely manner;
  • Coordinating with CEP team to identify potential investment opportunities within CEP’s activities including, but not limited to CEP`s targeted sectors and subsectors;
  • Evaluate opportunities to support non-banking and public financing instruments and provide greater access to capital for SMEs;
  • Investigate potential venture capital opportunities and funding sources, including VC Fund partnerships and avenues for development that will attract new, private investment into Ukraine with the purpose of investing in Ukrainian startups;
  • Oversee CEPs efforts to support the transparent and competitive privatization of one to three “big” small privatization objects and the continued development of small-scale privatization procedures for streamlining the SPFU’s efforts in privatizing small state assets, etc;
  • Coordinate CEP support for “Diia City”, which aims to create a first-of-its-kind virtual economic zone where digital technology companies can benefit from tax and other legal and regulatory incentives offering favorable conditions for the development of innovative and technological businesses that will ultimately enable them to attract investments from abroad, etc.

The IPAF Team Lead should have the following experience and qualifications:

  • An experienced business professional with a solid background knowledge of business management, different financing instruments and investment processes and local procedures with a strong network of local and international professional contacts;
  • Excellent communicator with proven management experience. Self-starter with the ability to work independently. At least 7 years of experience working in Ukraine or in a relevant country context in both the public and private sector;
  • Master’s degree in economics, finance, business administration, or related field;
  • Ukrainian national;
  • Fluency in Ukrainian, and English;
  • Effective cross-cultural interpersonal skills and demonstrated ability to resolve higher level work and issues with senior host-country counterparts, donor representatives, and senior-level USAID staff.
