Green Powered Technology (GPTech) is seeking an Architect to provide Architect-Engineer (A-E) technical support to the United States Agency for International Development (USAID)’s Architect-Engineering (A-E) Services to Support Infrastructure Related Programming in the USAID/Ukraine and USAID/Moldova Program. The objectives of this Program are to ensure compliance of infrastructure and construction activities implemented under USAID-funded activities with USAID policies, safety, and quality standards, and best engineering practices. The Architect will visit project sites to monitor the compliance of the construction activities with the program design plan. The ideal candidate will be organized, results-driven, detail-oriented, and able to execute tasks independently with a high level of accuracy. This position will be located in Kyiv, Ukraine, with regular travel within Ukraine and possibly to Moldova.
Responsibilities:
- Plan and coordinate work activities effectively, creating a detailed design outline for current and future construction in line with USAID and local rules and regulations.
- Recommend solutions in the planning, design, and implementation of new construction and renovation.
- Establish design requirements including concept, preliminary, and final stages.
- Create drawings for new and existing building design, ensuring that construction activities are timely, cost-effective, and of high quality.
- Review and comment on the drawings and specifications from the implementing partners, contractors, or consultants at various stages to ensure compliance with implementing partners’ project objectives.
- Analyze project proposals and concept notes to ensure technical feasibility and that project objectives are attainable within prescribed resources.
- Support site supervision by visiting project sites to monitor and inspect construction activities in coordination with established design outline.
- Supervise consultant analysis of the proposed planning, design, and construction strategies and provide expert opinion on their feasibility to ensure compliance with USAID requirements.
- Work with contractors reviewing shop drawings to make sure the design and construction process is moving forward accordingly.
- Work closely with the Program Manager, GPTech Kyiv technical staff, Ukrainian consultants, and the GPTech home office staff to manage progress of the activities.
- Advise and take timely action to prevent potential delays in construction design.
- Prepare, analyze, and present all required reports in an accurate and timely manner.
- Work with governing authorities on reviewing building permits, documenting code review, and approvals.
- Identify and address issues following protocol and procedure in order to reach the best resolution.
- Provide training where relevant on construction practices, environmental management processes, and appropriate health and safety standards during construction, job shadowing on construction oversight, and third-party inspection best practices.
- Other duties as assigned.
Qualifications
- A university degree in an Architectural Engineering discipline
- A minimum of 10 years of progressively responsible experience as an Architect for construction projects
- Strong architect and detailing skills and proficient in construction administrative processes
- Established experience in project implementation and architectural design
- Demonstrated knowledge of Ukrainian infrastructure norms (e.g., quality and practices)
- Understanding of construction processes and methods and how they impact the project
- Experience in construction observation and on-site assistance
- Ability to work well under pressure, prioritize multiple tasks, and adjust work accordingly, often against fast deadlines
- Experience with successfully managing projects in regard to relationships, budget, schedule, code, and jurisdictional requirements
- Experience with international organizations or construction management companies is preferred
- Knowledge of architectural design software such as AutoCAD, ArchiCAD, Civil 3D
- Demonstrated communications, creative problem-solving, and management skills
- Fluent in English and Ukrainian (and/or Russian), both written and verbal
