Project Overview
Pact is recruiting a Grants and Contracts Officer for the GAC-funded project Women Included: Nurturing Growth & Security (WINGS) which is aimed at enhancing economic security of rural women and the most vulnerable or marginalized, especially those affected by the conflict. The position is responsible for the overall technical direction of the project and management of project activities, providing leadership to the project team to ensure high quality programming to achieve project results performing program duties as assigned. This position is contingent upon award.
Position Purpose
The Grants and Contracts Officer will be responsible for the full procurement cycle.
Key Responsibilities
- Facilitate the full compliance of procurement activities with GAG rules, regulations and Pact policies.
- Review procurement requests and initiate procurement procedures for office and projects equipment, supplies, events and services;
- Organize the procurement processes including preparation and conduct of request of quotations/proposals, receipt of quotations, bids or proposals, their evaluation, negotiation and conclusion of contracts and maintain contracts after award, ensuring the cost saving.
- Prepare complete backup documentation for procurement and purchases & submit to project’s Finance Team;
- Monitor and track procurement activities and delivery status of goods/services
- Be responsible for the consultancy agreements and their supporting documentation
- Support Finance officer in Grantee’s finance report review
- Provide full cycle of grant management support for FAAs including the closeout of awards (preparation of final inventories, property disposition, etc.)
- Ensure compliance of grant documents with funder requirements and Pact standard templates.
- Perform other duties, as assigned.
Basic Requirements
- University Degree in International Relations, Political Science, Business Administration and International Economics, other related field.
- At least 3 years working experience with international technical assistance programs
- Understanding of grant management cycle
- Experience and knowledge of procurement process
- Strong communication, negotiation and dispute resolution skills
Preferred Qualifications
- Demonstrated ability to deal – independently and as a team member – with a wide range of people, situations and languages
- Excellent inter-personal skills and ability to work collaboratively on a wide range of issues
- Excellent organizational skills and ability to manage a complex workload and deadlines
- Written and spoken English and Ukrainian
Pro-active, fast-thinker, and able to work with minimal supervision
