Кімонікс, що діє від імені Агентства США з міжнародного розвитку (USAID) та Проект USAID «Трансформація комунікацій» згідно контракту з USAID номер 72012120C00003 оголошує конкурс на подання пропозицій на послуги з фото та відеозйомки для формування банку фото- та відео для використання у майбутній комунікаційній кампанії щодо вакцинації проти COVID-19
Технічне Завдання
Субпідрядник сформує Банк фото та відео на тематику вакцинації від COVID-19: 120 високоякісних фотографій та 15 коротких відео тривалістю до двох хвилин, які висвітлюють шлях вакцин від Укравакцини, державного органу, відповідального за логістику впровадження вакцинації, до ін’єкцій щепленим особам. Банк фото та відео повинен включати зображення та відео, пов’язані з появою вакцин в Україні, зберіганням вакцин, процесом щеплення у 7 регіонах, утилізацією матеріалів після вакцинації, мобільними бригадами вакцинації, пунктами вакцинації та вакцинованими особами.
Письмові питання та пояснення. Всі питання чи пояснення стосовно цього ЗНП повинні подаватися у письмовій формі та подаватися на адресу [email protected] не пізніше 17:00, 1 березня 2021 року. Питання чи запити про надання роз’яснень та відповіді на них будуть розповсюджені серед усіх отримувачів ЗНП, які зазначили про свій інтерес до цього ЗНП.
Тільки письмові відповіді від Кімонікс вважатимуться офіційними та матимуть вагу у процесі ЗНП та наступної оцінки. Будь-які питання, отримані поза межами офіційних каналів, отримані усно чи письмово, від працівників чи представників Кімонікс Інтернешнл, Проекту «Трансформація комунікацій» чи будь-якої іншої сторони, не вважаються офіційними відповідями стосовно ЗНП.
Дата подання пропозиції. Всі пропозиції повинні бути отримані не пізніше 24:00 03 березня 2021 року. Пропозиції, отримані з запізненням, будуть розглядатися за рішенням Кімонікс.

Chemonics acting on behalf of the U.S. Agency for International Development (USAID) and the USAID Transformation Communications Activity (TCA) under contract number 72012120C00003 seeking service providers to provide photography and videography services to develop a photo and video bank for use in an upcoming COVID-19 vaccination communications campaign
Scope of Work
The Subcontractor will provide COVID-19 Vaccination Photo and Video Bank: 120 high quality photos and 15 short videos, up to two minutes in length which highlight the path of vaccines from Ukravaktsina, the government agency responsible for the logistics of vaccination deployment, to injection in the shoulders of vaccinated individuals. The photo and video bank must include images and videos related to the appearance of the vaccines in Ukraine, vaccine storage, the process of vaccinations in the 7 regions, disposal of materials after vaccination, mobile vaccination teams, vaccination points, and vaccinated individuals.
Written Questions and Clarifications. Questions regarding the technical or administrative requirements of this RFQ may be submitted no later than 17:00 local Kyiv time on March 1, 2021 by email to [email protected]. Questions and requests for clarification, and the responses thereto, will be circulated to all RFQ recipients who have indicated an interest in this RFQ.
Only written answers from Chemonics will be considered official and carry weight in the RFQ process and subsequent evaluation. Any answers received outside the official channel, whether received verbally or in writing, from employees or representatives of Chemonics International, the TCA project, or any other party, will not be considered official responses regarding this RFQ.
Proposal Submission Date. All proposals must be received by 12:00PM on March 3, 2021. Late offers will be considered at the discretion of Chemonics.

AN UPDATE as per Tuesday, March 2, 2021
Dear Offerors,
We received a few questions regarding RFQ No. TCA002 from some of our bidders. As per our regulations we would like to provide all our bidders with an additional information. Please find the questions and answers below.
Further, we would like to inform you that the deadline for proposal submission was postponed. Please feel free to send your offers by 24:00 Kyiv time on March 04, 2021, to [email protected]
Q1: Do we understand correctly that Scope of work includes business trips to 7 regions of Ukraine?
A1: Yes
Q 2: Who will arrange the shooting?
A 2: The winner of the tender
Q 3: What cities are chosen for photoshoots and videos? Should the travel expenses be included in CE or you organize the transfer?
A 3: Locations are not decided yet, at this moment we have only a number – 7 regions. Regions will be specified at the Briefing. We will not caver any additional expenses but specified in the budget proposal. Please include all necessary expenses including Travel expenses into the budget proposal to cover the scope of work.
Q 4: In which region we should provide the production of photos and videos?
A 4: At this stage it’s not clear.
Q 5: What format is preferable: review, news jack, learning or else?
A 5: Documentary
Q 6: Is it necessary to use VO and music and graphics for video?
A 6: No
Q 7: Is the video announcer needed?
A 7: No
Q 8: Is the graphics needed for the video?
A 8: No
Q 9: Reference for video materials? Should we calculate VO recording and mixing in studio or it will be only documentary shooting?
A 9: It will be a documentary shooting, videos will be used as a part of other materials, no post production or minimal post production will be needed.
Q 10: Will production get the scenario of each event or do they need to plan it by themselves with the screenwriter?
A 10: Agency will get the plan for each event, it’s documentary, not a staged shooting.
Q 11: Is there any references to share?
A 11: No, we don’t have any reference to share
Q 12: Is the interview included into the videos?
A 12: Interviews were not planned at this stage though, there is a chance that several questions have to be included.
Q 13: Is aerial shooting needed for all cities, some of them or only one?
A 13: It may be needed at all locations
Q 14: Is it planned to make aerial shooting at the airport?
A 14: At this stage we don’t have this information. It will be clear after the Briefing.
Q 15: Can the Chemonics provide a permission to shoot police for:
“…filming device to demonstrate how police are managing conveyance of the vaccine throughout Ukraine. “
If Chemonics will be able to assist in getting the required permissions to film police vehicles using quadcopters?
A 15: Chemonics will liaise with the Center of Public Health to confirm requested aerial shooting needs and determine required permissions at that time.
Q 16: How much time does a production have to deliver the video after shooting?
A 16: You’ll have 10 days to prepare shooting, perform it and provide the final video.
Q 17: “What will be the timing for delivery of all deliverables?”
A 17: We expect the implementation of the campaign through mid March – April, 2021.
It is assumed the 1st Briefing will take place at the beginning of March where TCA provide successful bidder with additional and more specific information (e.g. timeline, location, point of contact etc.). After the briefing the Subcontractor will have 5 calendar days to provide TCA with photos and 10 calendar days for videos from the specified location (region).
Q 18: Is photographer needed in every city?
A 18: Yes
Q 19: Is it possible to do shooting in several cities simultaneously?
A 19: It may be so, it will be clear after the Briefing
Q 20: Where are the videos to be shared? What formats/ sources? In which platforms do you aim to use photos and video? (TV/ Digital etc.)?
A 20: Videos will become a part of news stories or other materials
Q 21: How many vaccination points exist in these regions? In which we should provide shooting?
A 21: It will be 1 vaccination point and 1 shooting
Q 22: What is the area of usage photos and video? Only Ukraine?
A 22: Yes, only Ukraine
Q 23: What is the usage period of photos and video?
A 23: Property rights will vast in USAID/Chemonics permanently
