Deloitte is seeking a qualified candidate to serve as a Human Resources for Health Manager in support of the USAID/Ukaid Health Reform Support (HRS). The position is full-time and will be based in Kyiv, Ukraine.
Project Background and Summary:
The purpose of the USAID/UKAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
Objective:
Human Resources for Health (HRH) Manager will provide technical and managerial support for the implementation of activities under Objective 3 (Obj.3). The HRH Manager will identify issues and risks related to activities’ implementation in a timely manner and suggest appropriate adjustments.
Responsibilities:
- Manage and provide technical expertise for the activities under Obj.3. Provide support for the effective implementation of Obj. 3 activities to ensure that delivery is on time, within budget, meets client and stakeholder expectations and is contractually compliant.
- Contribute to the Obj. 3 planning, provide technical expertise with a focus on results and financial accountability for activities related to health workforce strengthening.
- Provide strategic vision on activities’ sustainability.
- Maintain strong working relationships with the HRS team and provide input, as needed, on technical implementation.
- Develop strong working relationships and a regular dialogue on activity progress and challenges with the Obj.3 team and consultants/grantees involved in the Obj.3 activities’ implementation.
- Facilitate discussions in the HRS team and with consultants/grantee/stakeholders to develop and implement the Obj.3 activities.
- Assist the Obj.3 Lead with preparing the operation plan of activities and monitor its implementation.
- Write implementation reports related to the health workforce strengthening activities.
Requirements
- Master’s degree in public health, sociology, psychology, or other related areas.
- No less than five years of experience of working with the USAID projects will be an asset.
- Experience of developing and delivering trainings/educational events will be an asset.
- HRH support experience will be an asset.
- Strong communication and negotiation skills.
- Ability to work in a team.
- Excellent planning and time management skills.
- Fluent Ukrainian and English
